Detailed Summary

The Ministry of Heavy Industries, vide Notification S.O. 4424(E) dated 10th August, 2026, has issued amendments to the PM Electric Drive Revolution in Innovative Vehicle Enhancement (PM E-DRIVE) Scheme, originally notified by S.O. 4259(E) dated 29th September 2024 and subsequently amended by S.O. 3626(E) dated 7th August 2025 and S.O. 1617(E) dated 27th March, 2026. These amendments are effective from the date of publication in the official gazette. Para 5 of the original scheme is amended to reiterate that the PM E-DRIVE Scheme, with an outlay of ₹11,900 crore, is implemented from 1st April 2024 till 31st March 2028, aiming for faster adoption of electric vehicles (EVs), setting up charging infrastructure, and developing an EV manufacturing ecosystem in India, subsuming EMPS-2024 (1st April 2024 to 30th September 2024). Sl. No. 1 of Annexure-4 is further amended for 'Registered e-2 wheelers', setting the maximum number of vehicles to be supported at 45,79,120, with incentives of ₹5,000/kWh (capped at ₹10,000 per vehicle) for FY 2024-25 and ₹2,500/kWh (capped at ₹5,000 per vehicle) for the period 01.04.2025 to 31.03.2028. The maximum ex-factory price to avail incentive is ₹1.5 lakh, and the total fund support from the Ministry of Heavy Industries for this segment is ₹2,767 crore. The incentive per kWh is subject to review and limited to the specified amount or 15% of the ex-factory price of e-2W/e-3W, whichever is lower. Table-1 of para 9 is amended to confirm the total outlay for e-2Ws as ₹2,767 crore and for Admin Expenses as ₹55 crore, with fungibility within sub-heads. Para 46 is amended to clarify that the scheme is fund-limited to ₹11,900 crore, and if funds are exhausted before the terminal date of 31st March 2028, the scheme or its relevant subcomponents will close. The 'registered e-3W (L5)' segment was already closed on 26th December 2025, as advised by MHI's O.M. F.No. 1(1)/2024-AEI (PartII) (29996) dated 23rd December 2025. The last date for claim submission to MHI/PMA for any scheme component is 31st December 2027.

The incentive shall be limited to as specified above or 15% of ex-factory price of e-2W/ e-3W, whichever is lower. *2 The outlay under EMPS-2024 has been subsumed within the outlay under PM E-DRIVE. 4. In Table-1 of para 9 of S.O. 4259(E) dated 29th September 2024, the total outlay for e-2Ws shall be ₹2,767 crore. Further, the outlay for Admin Expenses shall be ₹55 crore along with fungibility of expenses within various sub-heads under admin expenses. 5. Para 46 of the Scheme notification of S.O. 4259(E) dated 29th September 2024 and as amended vide S.O. 3626(E) dated 7th August 2025 & vide S.O. 1617(E) dated 27th March, 2026, shall stand further amended as under: This is a fund-limited scheme. Total payout under the Scheme shall be limited to the scheme outlay of ₹11,900 crore. In case the funds for the Scheme or its relevant sub-components are exhausted prior to the terminal date of the Scheme i.e. 31st March 2028, then the Scheme or its relevant subcomponents will be closed accordingly i.e. no further claims will be entertained. Further, as the target sales for sub-component registered e-3W (L5) has already been achieved, this segment was closed on 26th December 2025, as already advised vide MHI's O.M. F.No. 1(1)/2024-AEI (PartII) (29996) dated 23rd December 2025. Since 31st March 2028 is the terminal date for all segments under the Scheme no payments will be made by MHI/ PMA after this date.
