Governor of the National Capital Territory of Delhi, exercising powers under the proviso to Article 309 of the Constitution read with Ministry of Home Affairs Notification No. F.27/59-Him(i) dated 13th July 1959, and in consultation with the Union Public Service Commission, makes the Assistant Legal Advisor Recruitment Rules, 2025, for the Labour Department, Government of NCT of Delhi. The rules take effect from the date of publication in the Delhi Gazette and govern recruitment to 2 posts (subject to variation) of Assistant Legal Advisor, classified as General Central Service, Non-Ministerial, Gazetted, Group B, at Level-7 (Rs. 44,900-1,42,400) in the pay matrix, a selection post. Recruitment is by promotion, failing which by deputation: promotion is from Legal Assistant (or existing Litigation Assistant) with 5 years' regular service at Level-6 (Rs. 35,400-1,12,400); deputation is from officers of the Central/State Government, Union Territories, or autonomous/statutory organisations, PSUs, universities or recognised research institutions holding an analogous post or with 5 years' service at Level-6, possessing a law degree with two years' experience in labour laws, with deputation ordinarily not exceeding three years and a maximum age of 56 at the closing date of applications. The Departmental Promotion Committee comprises the Financial Commissioner (Chairman), the Secretary (Labour), GNCT of Delhi (Member), the Special Secretary (Services) (Member), and the Head of Department concerned (Member). Disqualification applies to bigamous marriages, relaxable by Government where personal law permits, and reservations for Scheduled Castes, Scheduled Tribes, Other Backward Classes and Ex-Servicemen are preserved. GOVERNMENT OF INDIA SG-DL-E-30102025-267271 EXTRAORDINARY PART IV GOVERNMENT OF THE NATIONAL CAPITAL TERRITORY OF DELHI 7020 DG/2025 (1) DELHI GAZETTE : EXTRAORDINARY PART IV] [PART IV DELHI GAZETTE : EXTRAORDINARY DELHI GAZETTE : EXTRAORDINARY PART IV] LABOUR DEPARTMENT NOTIFICATION Delhi, the 21st October, 2025 F.N.15(28)/LAB/2024/3705-3708.—In exercise of the powers conferred by the proviso to article 309 of the Constitution read with Government of India, Ministry of Home Affairs, Notification No. F.27/59-Him (i) dated 13th July, 1959, the Lt. Governor of the National Capital Territory of Delhi, in consultation with the Union Public Service Commission, is pleased to make the following rules regulating the method of recruitment to the post of Assistant Legal Advisor in the Labour Department, Government of National Capital Territory of Delhi, namely: 1. Short title and commencement: i) These rules may be called the “Assistant Legal Advisor" Recruitment Rules, 2025. ii) They shall come into force on the date of their publication in the Delhi Gazette. 2. Application: These rules shall apply to the posts specified in column 1 of the Schedule annexed to these rules. 3. Number of post, classification and Level in the Pay Matrix. - The number of post, its classification and the Level in the Pay Matrix attached thereto shall be a specified in columns 2 to 4 of the Schedule annexed to these rules. 4. Method of recruitment, age-limit, qualifications etc.: The method of recruitment to the said posts, age-limit, qualifications and other matters connected therewith, shall be as specified in column (5) to (13) of the said schedule. 5. Disqualifications: No person, a) Who has entered into or contracted a marriage with a person having a spouse living, or b) Who having a spouse living, has entered into or contracted a marriage with a person, Shall be eligible for appointment to the said post: Provided that the Government may, if satisfied, that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing exempt any person from the operation of this rule. 6. Power to relax: Where the Government is of the opinion that it is necessary expedient so to do, it may by order, and for reasons to be recorded in writing, relax any of the provisions of this rule with respect of any class or category of persons in consultation with UPSC. 7. Saving: Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen or any other special category of persons in accordance with the orders issued by the Government from time to time in this regard. With 5 years’ service rendered after appointment to the post on a regular basis in the Level-06 of pay matrix in the parent cadre or department; AND possessing degree in law with two years experience in labour laws (The departmental officers in the feeder grade who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. Similarly, the deputation shall not be eligible for consideration for appointment by promotion.) (Period of Deputation (ISTC) including period of deputation (ISTC) in another ex-cadre post held immediately preceding this appointment in the same or another organization/ department of the Central Govt. shall ordinarily not exceed 03 years. The maximum age limit for appointment by deputation (ISTC) shall not be exceeding 56 years as on the closing date of receipt of application.)
