The rules take effect from the date of publication in the Delhi Gazette and cover one post (2025, subject to variation) of Senior Scientific Assistant (Finger Print) in the Forensic Science Laboratory, GNCT of Delhi, classified as General Central Service, Non-Ministerial, Non-Gazetted, Group 'B', at Level-6 of the pay matrix (Rs. 35,400-1,12,400), with a two-year probation period. Recruitment is 100% by promotion of Junior Scientific Assistants (Finger Print) at Level-5 (Rs. 29,200-92,300) with six years' regular service and 2-4 weeks' training as prescribed by the competent authority (existing incumbents are exempt from the training requirement), failing which by deputation, including short-term contract, from Central/State Government or Union Territory officers holding an analogous post or six years' service at Level-5, possessing a Master's degree in Physics, Chemistry or Forensic Science (with Physics or Chemistry studied for at least two years/four semesters at B.Sc. level); the maximum age for deputation is 56 years and the deputation period ordinarily may not exceed three years. The rules disqualify persons who marry while having a living spouse, permit relaxation of provisions by the Government, and preserve reservations for Scheduled Castes, Scheduled Tribes, Other Backward Classes and Ex-Servicemen. Consultation with the Union Public Service Commission is not required. No. 2(159)/FSL/ESTT/RR/SSA(Finger Print) 2024/571.—In exercise of the powers conferred by the proviso to article 309 of the Constitution of India read with the Government of India, Ministry of Home Affairs, Notification no. F-27/59-him (i) dated the 13th July,1959, and in supersession of this Govt’s Notification no. F31/68/2007/Home-III Deptt./574-585 dated 20th August, 2008 except as respects things done or omitted to be done before such supersession, the Lt. Governor of National Capital Territory of Delhi hereby makes the following rules regulating the method of recruitment to the post Senior Scientific Assistant (Finger Print) in Forensic Science Laboratory, Government of National Capital Territory of Delhi, namely:- 1. Short title and commencement– (i) These rules may be called the Senior Scientific Assistant (Finger Print) Forensic Science Laboratory Recruitment Rules, 2024. (ii) They shall come into force on the date of their publication in Delhi Gazette. 2. Number of posts, classification and Pay Level in Pay Matrix – The number of the said post, its classification and pay level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age limit, qualification etc:-The method of recruitment to the said post, age limit, qualifications and other matters connected therewith, shall be as specified in columns (5) to (13) of the said Schedule. [PART IV DELHI GAZETTE : EXTRAORDINARY 4. Disqualification:-No person,- (a) Who has entered into or contracted a marriage with a person having a spouse living; or (b) Who having a spouse living, has entered into or contracted a marriage with a person, shall be eligible for appointment to the said post. Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax:-Where the Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 6.
