Admn./RR(W/S Cal. & Sc.)/2022/168 dated 27th January, 2026, issued by the Directorate of Training and Technical Education, Government of the National Capital Territory of Delhi. The Rules govern recruitment to the post of Workshop Calculation and Science Instructor in the Training Wing, sanctioning 66 posts (2025, subject to variation with workload), classified as General Central Service, Non-Ministerial, Non-Gazetted, Group B, at Pay Level-6 (Rs. 35,400-1,12,400) of the Pay Matrix. Recruitment is 100 percent by direct recruitment, with an age limit not exceeding 30 years (relaxable up to 5 years for government servants), and requires either a B.Voc/Degree in Engineering with one year's relevant teaching or supervisory experience, a three-year Diploma in Engineering or DGT Advanced Diploma with two years' experience, or an NTC/NAC in an engineering trade with three years' experience, together in each case with a National Craft Instructor Certificate (NCIC). Probation is fixed at two years, including a mandatory two-week induction training. Vacancies of one year or more may be filled by deputation from Central Government, State Government or Union Territory officers holding analogous posts, ordinarily for not more than three years and up to a maximum age of 56 years at the closing date for applications; UPSC consultation is not required for recruitment. Confirmation after probation is overseen by a Departmental Confirmation Committee comprising the Financial Commissioner, GNCTD (Chairman), the Administrative Secretary and Head of the concerned Department, and the Special/Additional Secretary (General Administration Department), GNCTD. The Rules bar appointment of any person who has contracted marriage while a spouse is living (subject to exemption where permissible under applicable personal law), empower the Government to relax any provision for specified classes of persons for reasons recorded in writing, and preserve reservations and concessions for Scheduled Castes and Scheduled Tribes under Central Government orders. Admn/604 dated 04.07.2014, issued by the Government except as respects things done or omitted to be done before such supersession, the Lt. Governor of National Capital Territory of Delhi, after prior consultation with the Union Public Service Commission, is pleased to frame the following Recruitment Rules, regarding the method of recruitment to the post of Workshop Calculation and Science Instructor in the Training Wing under the Directorate of Training and Technical Education, Government of National Capital Territory of Delhi, namely: 1. Short title and commencement:- (i) These rules may be called the Workshop Calculation and Science Instructor Recruitment Rules, 2025. (ii) They shall come into force on the date of their publication in the Official Gazette. Number of posts, classification and Level in the Pay Matrix:- The number of posts, its classification and the Level in the Pay Matrix attached thereto, shall be as specified in column (2) to (4) of the Schedule attached thereto. 2. Method of Recruitment, Age limit and other qualification:- The method of recruitment to the said post, age limit, qualifications and other matters connected therewith shall be as specified in column (5) to (13) of the said Schedule. 3. Disqualifications:- No person, (a) Who has entered or contracted marriage with the person having a spouse living, or (b) Who having a spouse living, has entered into or contracted marriage with any person; shall be eligible for appointment to any of the said posts: Provided that Government may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for doing, exempt any person from the operation of these rules. 4. Power to relax:- Where the Government of National Capital Territory of Delhi is of the opinion that it is necessary or expedient to do so, it may, by order and for reasons to be recorded in writing, may relax any of the provision of these rules with respect to any class or category of persons. 5. Saving:- Nothing in these rules shall affect reservations and other concessions required to be provided for the Scheduled castes and Scheduled Tribes and other specified category of persons in accordance with orders issued by the Central Government from time to time in this regard. 6.
