No. 9/12/2010/HG/1402-1408 dated Delhi, 25th June 2024, issued under the proviso to article 309 of the Constitution read with Government of India, Ministry of Home Affairs notification No. F.27/59-Him(i) dated 13th July 1959, the Lt. Governor of the National Capital Territory of Delhi makes the Delhi Prisons Assistant Superintendent Recruitment Rules, 2024, superseding this Government's Notification No. F.9/12/2010-Home(G)/2034 dated 21.05.2012 (except for things already done under it). The rules take effect from the date of publication in the Delhi Gazette and cover 312 posts (2024, subject to variation) of Assistant Superintendent in the Delhi Prisons Department, a General Central Services, Group 'B', Non-Ministerial, Non-Gazetted selection post at Level-6 (Rs. 35,400-1,12,400) in the pay matrix. The age limit for direct recruits is not exceeding 30 years, relaxable up to five years for government servants, with essential qualification a graduate/bachelor's degree and desirable qualification a master's degree in Criminology, Sociology, Social Work or Psychology, plus specified height, chest and physical endurance test standards for male and female candidates and defined medical standards. Probation is two years, including mandatory induction training of at least two weeks for direct recruits. Recruitment is 50% by promotion, 40% by direct recruitment, and 10% by deputation failing which by direct recruitment. Promotion source is Head Warder/Head Matron at Level 4 (Rs. 25,500-81,100) with 10 years' regular service in the grade, or 15 years' combined service including 7 years as Head Warder/Head Matron; deputation is open to CAPF officials meeting specified service and qualification criteria, with maximum deputation age 56 years and ordinary deputation period not exceeding three years. Consultation with the Union Public Service Commission is not necessary. A note records that the principal notification was originally issued as No. F.9/36/94-Home(G)/2732 dated 16.06.1995 and subsequently amended by No. F.9/12/2010/Home(G)/2034 dated 21.05.2012. No. 9/12/2010/HG/1402-1408—In exercise of the powers conferred by proviso to article 309 of the Constitution read with the Government of India, Ministry of Home Affairs notification No. F.27/59-Him (i) dated, the 13th July, 1959 and in supersession of this Government’s Notification No. F.9/12/2010-Home (G)/2034 dated 21.05.2012, except as respects things done or omitted to be done before such supersession, the Lt. Governor of the National Capital Territory of Delhi, is pleased to make rules for the post of Assistant Superintendent in the Delhi Prisons Department, Government of National Capital Territory of Delhi, as following namely:- [PART IV DELHI GAZETTE : EXTRAORDINARY 1. Short title and commencement – (1) These rules may be called the Delhi Prisons Assistant Superintendent Recruitment Rules, 2024. (2) They shall come into force with effect from the date of their publication in the Delhi Gazette. 2. Number of posts, classification and level of pay - The number of the said post, its classification and the pay level in the pay matrix attached thereto, shall be as specified in column (2) to (4) of the Schedule annexed to these rules. 3. Method of Recruitment, age-limit, qualification etc., - The method of recruitment to the said posts, age- limit, qualifications and other matters connected therewith, shall be as specified in column (5) to (13) of the said Schedule. 4. Disqualifications- No Person:- (a) who has entered into or contracted a marriage with a person having a spouse living ; or (b) who having a spouse living, has entered into or contracted a marriage with a person, shall be eligible for appointment to the said post: Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to Relax:- Where the Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and may relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving:- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen, Other Backward Classes and other special categories of persons in accordance with the orders issued by the Government from time to time in this regard.
