Issued by the Urban Development Department on 22nd January 2025 under F. No. CVO Notification CD No. 021762853/2016, this notification makes the Chief Vigilance Officer Recruitment Regulations, 2024, regulating the method of recruitment to the post of Chief Vigilance Officer in the Municipal Corporation of Delhi. It is made in exercise of powers under section 98, read with sub-section (2) of section 480, of the Delhi Municipal Corporation Act, 1957 (66 of 1957), and Ministry of Home Affairs notification S.O. 3159 dated 19th October 1966, after consultation with the Union Public Service Commission. The Regulations take effect from the date of publication in the Delhi Gazette. Per the annexed Schedule, there is one post (2023, subject to variation depending on workload), classified as a Category 'A' post at Level-14 in the pay matrix (Rs. 144,200-218,200), filled 100% by deputation. Eligible candidates are officers of the All India Services, Central Civil Services, Union Territory Civil Services or Union Territory Police Services holding analogous posts, or with two years' regular service at Level-13-A or three years at Level-13 in the pay matrix, possessing five years' experience in personnel, vigilance, investigation, legal and public procurement matters. Additional criteria require the officer to be clear from a vigilance perspective with an unblemished service record and integrity beyond doubt, not to be from the Municipal Corporation of Delhi, not to have previously served as Chief Vigilance Officer in the Municipal Corporation of Delhi, to be no more than 55 years old as on the closing date for applications, and to have a Performance Appraisal Report grading of Very Good or above for the preceding five years. The tenure of the post is three years, non-extendable. The Regulations also bar appointment of persons who contract a second marriage while a spouse is living, subject to exemption where such marriage is permitted by personal law. Under the power-to-relax provision, the Municipal Corporation of Delhi may, by order recorded in writing and in consultation with the Union Public Service Commission, relax any of the Regulations' provisions for any class or category of persons or posts; separately, the Regulations preserve existing reservations, age-limit relaxations and other concessions for Scheduled Castes, Scheduled Tribes, Ex-servicemen and other special categories as provided in orders issued by the Government of India from time to time. No. CVO Notification CD No. 021762853/2016.— In exercise of the powers conferred by section 98, read with sub-section (2) of section 480 of the Delhi Municipal Corporation Act, 1957 (66 of 1957) and Government of India, Ministry of Home Affairs, Notification Number S.O. 3159 dated the 19th October, 1966, and after consultation with Union Public Service Commission, the Lt. Governor of the National Capital Territory of Delhi is pleased to make the following recruitment regulations for regulating the method of recruitment to the posts of Chief Vigilance Officer in Municipal Corporation of Delhi, namely:- 1. Short title and commencement.–(1) These Regulations may be called Chief Vigilance Officer Recruitment Regulations, 2024. (2) They shall come into force on the date of their publication in the Delhi Gazette. 2. Number of posts, classification and Level in Pay Matrix.-The number of the said posts, their classification and Level in Pay Matrix attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these regulations. 3. Method of recruitment, age-limit, qualifications etc.-The method of recruitment, age limit, qualifications and other matters relating to the said posts, shall be as specified in columns 5 to 13 of the said Schedule. 4. Disqualification. - No person, - (a) who has entered into or contracted a second marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a second marriage with any person; shall not be eligible for appointment to the said post : Provided that the Municipal Corporation of Delhi, may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this regulation. 5. Power to relax. - Where the Municipal Corporation of is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing and in consultation with Union Public Service Commission, relax any of the provisions of these regulations with respect to any class or category of persons or posts. 6.
