Under F.1/18/2023-HG/2833 dated 18th September, the Lt. Governor of the National Capital Territory of Delhi, exercising powers under the proviso to Article 309 of the Constitution of India read with Ministry of Home Affairs notification No. F.27/59-Him(i) dated 13th July 1959, and in supersession of the earlier Recruitment Rules for the post of Cook, Home Guards, Delhi, makes the Cook Recruitment Rules, 2025, for the Directorate General of Home Guards, Government of NCT of Delhi. The rules take effect from the date of publication in the Delhi Gazette and govern recruitment to 1 post (subject to variation) of Cook, classified as General Central Service, Group 'C', Non-Gazetted, Non-Ministerial, at Level-1 (Rs. 18,000-56,900) in the pay matrix, to be filled 100% by direct recruitment. Direct recruits must be aged 18-25 years (18-27 where filled by all-India competition), hold a 10th pass certificate from a recognised university/board, and at least a one-year diploma in Cooking/Food Production from a government-recognised institute or board. Probation is two years. The Departmental Promotion Committee for confirmation comprises the Principal Secretary/Secretary (Power) (Chairman), the Head of the Department concerned (Member), and the Deputy Secretary (Finance), GNCT of Delhi (Member); consultation with the Union Public Service Commission is not necessary. Disqualification applies to bigamous marriages, relaxable by Government where personal law permits, and reservations for Scheduled Castes, Scheduled Tribes, Other Backward Classes and Ex-Servicemen are preserved. Short title and commencement:- i. These Recruitment Rules may be called the Cook Recruitment Rules, 2025 in the Directorate General of Home Guards, Government of NCT of Delhi. ii. They shall come into force on the date of their publication in the Delhi Gazette. 2. Application:- These rules shall apply to the posts specified in column 1 of the Schedule annexed to these rules. 3. Number of Posts, classification and level in pay matrix:- The number of said posts, their classification and level in the pay matrix attached thereto shall be specified in Column No. (2) to (4) of the Schedule. 4. Method of recruitment, age limit, other qualification and other matters relating to the said post shall be as specified in Column No. (5) to (13) of the said schedule. 5. Disqualification:- No person; a) Who has entered into or contracted marriage with a person having a spouse living; or b) Who having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to any of the said posts; Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such persons and the other party to the marriage and that there are other grounds for doing so, Exempt any person from the operation of these Rules. 6. Power to relax:- where the Government of National Capital Territory of Delhi is of the opinion that it is necessary or expedient to do so, it may, by order, for reason to be recorded in writing, in consultation with the UPSC may relax any of the provisions of these Rules with respect to any class or category of persons. 7. Saving:- Nothing in these Rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Schedules castes, Schedule Tribes, Other Backward Classes, Ex-Servicemen and other special Categories of persons in accordance with orders issued by the Government of India from time to time, in this regard.
