Under F. No. 50(7)/DC/Estt./2023/SS/HFW/420, dated 15th April 2024, the Health and Family Welfare Department of the Government of NCT of Delhi records that the Lt. Governor, exercising powers under the proviso to Article 309 of the Constitution read with Ministry of Home Affairs Notification No. S.O. 3532 dated 24.09.1968, and after prior consultation with the Union Public Service Commission, has made the Drugs Control Department, Senior Scientific Assistant (Chemistry) Recruitment Rules, 2024, in supersession of Notification No. F.53/143/94-H&FW/4064 dated 29.01.2001. The rules, which take effect from the date of publication, regulate recruitment to the post of Senior Scientific Assistant (Chemistry) in the Drugs Control Department, Government of NCT of Delhi, and are set out in both Hindi and English in the body of the notification. The annexed Schedule fixes 10 posts (2024, subject to variation with workload), classified General Central Service, Non-Ministerial, Non-Gazetted, Group 'B', at Level 6 in the Pay Matrix (Rs. 35,400-112,400); the post is not a selection post, with an age limit not exceeding 30 years (relaxable up to 5 years for government servants). Essential qualifications are a postgraduate degree in Chemistry/Pharmacy/Bio-Chemistry with one year's experience in chemical analysis of drugs, or a Bachelor's degree in Pharmacy/Science (Chemistry, Botany, Zoology) with three years' such experience; probation is two years, including a mandatory two-week induction. Recruitment is 90% by direct recruitment and 10% by a composite deputation/promotion route open to officers of Central/State Governments, Union Territory Administrations, Universities, recognised research institutions, public sector undertakings and autonomous or statutory organisations who hold an analogous post, or have 6 years' service in Level 5 or 10 years' in Level 4, and possess the prescribed qualifications; the maximum age for deputation is 56 years. Governor of the National Capital Territory of Delhi after prior consultation with Union Public Service Commission, hereby makes following rules regulating the [PART IV DELHI GAZETTE : EXTRAORDINARY method of recruitment to the post of Senior Scientific Assistant (Chemistry) in the Drugs Control Department, Government of National Capital Territory of Delhi, namely: 1. Short title and commencement- (i) These rules may be called the Drugs Control Department, Senior Scientific Assistant (Chemistry) Recruitment Rules, 2024 (ii) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, Classification and Pay Level in Pay Matrix- The number of the said post, its classification and the pay level in the pay matrix attached thereto shall be specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age limit, qualifications, etc.-The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule aforesaid. 4. Disqualification.-No person, (a) Who has entered into or contracted a marriage with a person having a spouse living; or (b) Who, having a spouse living, has entered into or contracted a marriage with any person, Shall be eligible for appointment to the said post: Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to Relax- Where the Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving- Nothing in these rules, shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex- servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
