The Rules govern recruitment to 1,235 (2024, subject to workload variation) Warder posts in the Delhi Prisons Department, a General Central Service Group 'C' non-gazetted post at Level-3 of the pay matrix (Rs. 21,700-69,100), filled by direct recruitment. Direct recruits must be aged 18-25 years (relaxable to 40 for departmental candidates, or 18-27 for open all-India competition), hold a 10+2 pass, and meet physical standards including 170 cm height, 81-85 cm chest, defined vision, and a physical endurance test (1600m race, long jump, high jump, with age-adjusted standards for ex-servicemen). Vacancies of one year or more caused by the incumbent's deputation, long illness, study leave or similar circumstances may optionally be filled on deputation from Central Government/State Government/Union Territory officers holding analogous posts on a regular basis, or holding Level-2 (Rs. 19,900-63,200) posts with three years' regular service and the qualifications prescribed for direct recruits. Persons who marry while a spouse is living, or vice versa, are disqualified, subject to exemption; the Government retains power to relax the Rules and preserves reservation benefits for Scheduled Castes, Scheduled Tribes, and other categories. Governor of the National Capital Territory of Delhi, is pleased to make rules for the post of Warder in the Delhi Prisons Department, Government of National Capital Territory of Delhi, as following namely:- 1. Short title and commencement – (1) These rules may be called the Delhi Prisons Warder Recruitment Rules, 2024. (2) They shall come into force with effect from the date of their publication in the Delhi Gazette. [PART IV DELHI GAZETTE : EXTRAORDINARY 2. Number of posts, classification and level of pay - The number of the said post, its classification and the pay level in the pay matrix attached thereto, shall be as specified in column (2) to (4) of the Schedule annexed to these rules. 3. Method of Recruitment, age-limit, qualification etc., - The method of recruitment to the said posts, age- limit, qualifications and other matters connected therewith, shall be as specified in column (5) to (13) of the said Schedule. 4. Disqualifications- No Person:- (a) who has entered into or contracted a marriage with a person having a spouse living ; or (b) who having a spouse living, has entered into or contracted a marriage with a person, shall be eligible for appointment to the said post: Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to Relax:- Where the Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and may relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving:- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen, Other Backward Classes and other special categories of persons in accordance with the orders issued by the Government from time to time in this regard. Note 2: Those who qualify in the race shall be further eligible to appear in the following tests: b. 13 (thirteen) feet Long Jump (qualifying in 3 chances). c. 3’9”(three feet nine inches) High Jump (qualifying in 3 chances). Note 3: There would be no appeal against the PET. (B). Physical Endurance Test (PET) for Ex-Servicemen:- a. Race of 1600 Meters:- Age wise - Time Upto 31 years - 6 Minutes From 31-40 years - 7 Minutes From 40 & above- 8 Minutes b. Long Jump:- Age wise (qualifying in 3 chances) Upto 31 years-13 feet From 31 – 40 years-12 feet From 40 & above- 11 feet c.
