The Lieutenant Governor of the National Capital Territory of Delhi makes the Junior Scientific Officer (Lie Detection) Forensic Science Laboratory Recruitment Rules, 2025, which come into force on the date of their publication in the Delhi Gazette, regulating recruitment to the post of Junior Scientific Officer (Lie Detection) in the Forensic Science Laboratory, Government of NCT of Delhi. The rules fix the strength at 4 posts (2025), subject to variation depending on workload, classified as General Central Service, Non-Ministerial, Gazetted, Group 'B', at Pay Level-7 (Rs. 44,900-1,42,400) in the Pay Matrix, a selection post. The age limit for direct recruits is not exceeding 30 years, relaxable up to 5 years for government servants; the required qualification is a Master's degree in Psychology, Applied Psychology, Clinical Psychology, Forensic Psychology or Criminology from a government-recognized university/institute, with 1 year's working experience in forensic psychology at an FSL, CFSL or other reputed government institution desirable, relaxable at the discretion of the Union Public Service Commission (UPSC) for otherwise well-qualified candidates. Probation for direct recruits is 2 years, including a mandatory induction training of at least two weeks. Recruitment is 50% by promotion (failing which by deputation, including short-term contract) and 50% by direct recruitment; promotion is from Senior Scientific Assistant (Lie Detection) in Pay Level-6 (Rs. 35,400-1,12,400) with 5 years of regular service, with deputation restricted to officers of the Central/State Governments, Union Territories, recognized research institutions, public sector undertakings or autonomous organizations, a maximum deputation period of 3 years and a maximum age of 56 years for deputation. A Group 'B' Departmental Promotion Committee, chaired by the Additional Chief Secretary/Principal Secretary/Secretary (Home), considers promotion/confirmation, and UPSC consultation is mandatory for direct recruitment. The rules bar appointment of persons who have contracted a bigamous marriage (subject to exemption), empower the Government to relax any provision, and preserve reservations and age-limit relaxations for Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-Servicemen and other special categories. F-27/59-him (i) dated the 13th July,1959, the Lt. Governor of National Capital Territory of Delhi hereby makes the following rules regulating the method of recruitment to the post Junior Scientific Officer (Lie Detection) in Forensic Science Laboratory, Government of National Capital Territory of Delhi, namely:- 1. Short title and commencement– (i) These rules may be called the Junior Scientific Officer (Lie Detection) Forensic Science Laboratory Recruitment Rules, 2025. [PART IV DELHI GAZETTE : EXTRAORDINARY (ii) They shall come into force on the date of their publication in Delhi Gazette. 2. Number of posts, classification and Pay Level in Pay Matrix – The number of the said post, its classification and pay level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age limit, qualification etc:-The method of recruitment to the said post, age limit, qualifications and other matters connected therewith, shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification:-No person,- (a) Who has entered into or contracted a marriage with a person having a spouse living; or (b) Who having a spouse living, has entered into or contracted a marriage with a person, shall be eligible for appointment to the said post. Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax:-Where the Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 6.
