Governor of the National Capital Territory of Delhi makes the Junior Scientific Officer (Cyber Forensic) Forensic Science Laboratory Recruitment Rules, 2025, effective from the date of their publication in the Delhi Gazette. The rules govern recruitment to the post of Junior Scientific Officer (Cyber Forensic) in the Forensic Science Laboratory, Government of NCT of Delhi: 24 posts (2025, subject to variation with workload), classified General Central Service, Non-Ministerial, Gazetted, Group 'B', at Pay Level-7 (Rs. 44,900-1,42,400), a selection post. Direct recruits must not exceed 30 years of age (relaxable up to 5 years for government servants per central instructions) and must hold a Master's degree in Computer Science, Computer Application, Information Technology, or Physics with specialization in Electronics/digital forensics, or a B.E./B.Tech in Computer Science Engineering, Information Technology, or Electronics and Communication/Electrical and Electronics Engineering, or an M.E./M.Tech in Computer Engineering, Information Technology, or Electronics and Communication Engineering, from a recognized university/institute, relaxable at UPSC's discretion for otherwise well-qualified candidates. Probation is 2 years for direct recruits, including a mandatory induction training of at least two weeks. Recruitment is 50% by promotion (failing which by deputation, including short-term contract) and 50% by direct recruitment; the promotion feeder post is Senior Scientific Assistant (Cyber Forensic) at Pay Level-6 (Rs. 35,400-1,12,400) with 5 years' regular service in that level. Deputation is open to officers of the Central/State Governments, Union Territories, recognized research institutions, public-sector undertakings or autonomous organizations holding an analogous post, or with 5 years' service at Level-6, with the deputation period ordinarily not exceeding three years and a maximum age of 56 years as on the closing date of applications. The Group 'B' Departmental Promotion Committee comprises the Additional Chief Secretary/Principal Secretary/Secretary (Home) as Chairman, the Additional Chief Secretary/Principal Secretary/Secretary (Services) as member, and the Principal Director/Director of the concerned discipline, FSL, as member; UPSC consultation is mandatory for direct recruitment. The rules also bar appointment of persons in bigamous marriages (subject to exemption), allow relaxation of the rules by order, and preserve existing reservation and other concessions. F-27/59-him (i) dated the 13th July,1959, the Lt. Governor of National Capital Territory of Delhi hereby makes the following rules regulating the method of recruitment to the post Junior Scientific Officer (Cyber Forensic) in Forensic Science Laboratory, Government of National Capital Territory of Delhi, namely:- [PART IV DELHI GAZETTE : EXTRAORDINARY 1. Short title and commencement– (i) These rules may be called the Junior Scientific Officer (Cyber Forensic) Forensic Science Laboratory Recruitment Rules, 2025. (ii) They shall come into force on the date of their publication in Delhi Gazette. 2. Number of posts, classification and Pay Level in Pay Matrix – The number of the said post, its classification and pay level in pay matrixattached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age limit, qualification etc:-The method of recruitment to the said post, age limit, qualifications and other matters connected therewith, shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification:-No person,- (a) Who has entered into or contracted a marriage with a person having a spouse living; or (b) Who having a spouse living, has entered into or contracted a marriage with a person, shall be eligible for appointment to the said post. Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax:-Where the Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 6.
