The Schedule specifies 15 posts (as of 2025, subject to variation), classified as General Central Service Group 'A' Gazetted, Non-Ministerial, in Pay Level 10 (₹56,100-₹1,77,500), filled by selection. Direct recruits must not exceed 35 years (relaxable up to 5 years for government servants) and must hold a Master's degree in Zoology, Botany, Microbiology, Anthropology, Biology, Human Biology, Life Science, Biochemistry, Genetics, Biotechnology, Molecular Biology or Forensic Science, or a B.E./B.Tech in Biotechnology. Probation is 2 years, with a mandatory two-week induction training for direct recruits. Recruitment is 50% by promotion (failing which by deputation, including short-term contract) and 50% by direct recruitment; promotion is from Junior Scientific Officer (Biology) at Level-7 (₹44,900-₹1,42,400) with 5 years' regular service, and existing Senior Scientific Assistants (Biology) at Level-6 (₹35,400-₹1,12,400) become eligible after 8 years; deputationists must hold Level-7 posts with 5 years' service or Level-6 posts with 10 years' service, deputation ordinarily not exceeding 3 years and applicants not exceeding 56 years of age. The Group 'A' Departmental Promotion Committee is chaired by the UPSC Chairman/Member with the Chief Secretary, the Additional Chief Secretary/Principal Secretary (Home) and the Principal Director/Director of FSL as members, and UPSC consultation is mandatory for recruitment. The rules bar appointment of persons in a bigamous marriage, allow relaxation of provisions by order, and preserve reservations for Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-Servicemen and other special categories. F-27/59-him (i) dated the 13th July,1959, and in supersession of this Govt’s Notification F.19/42/96/Home-lll Deptt./425-436 year dated 12th August 2008 except as respects things done or omitted to be done before such supersession, the Lt. Governor of National Capital Territory of Delhi hereby makes the following rules regulating the method of recruitment to the post Senior Scientific Officer (Biology) in Forensic Science Laboratory, Government of National Capital Territory of Delhi, namely:- 1. Short title and commencement– (i) These rules may be called the Senior Scientific Officer (Biology) Forensic Science Laboratory Recruitment Rules, 2025. (ii) They shall come into force on the date of their publication in Delhi Gazette. 2. Number of posts, classification and Pay Level in Pay Matrix – The number of the said post, its classification and pay level in pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age limit, qualification etc:-The method of recruitment to the said post, age limit, qualifications and other matters connected therewith, shall be as specified in columns (5) to (13) of the said Schedule. 4. Disqualification:-No person,- (a) Who has entered into or contracted a marriage with a person having a spouse living; or (b) Who having a spouse living, has entered into or contracted a marriage with a person, shall be eligible for appointment to the said post. Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax:-Where the Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving:- Nothing in these rules shall affect reservations, relaxation of age limit and other concessions, required to be provided for the Schedule Castes, Schedule Tribes, Other Backward Classes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Govt. of India from time to time in this regard.
