No. F.7 (37)/VC/DDCD/2022/1979.—Delhi Solar Energy Policy 2023 was issued by Govt of NCT of Delhi
(GNCTD) on 14th March 2024.
GNCTD hereby makes the following amendments to Delhi Solar Energy Policy 2023.
(1) This may be called the Delhi Solar Energy Policy 2023 (First amendment).
(2) They shall come into force from the date of issuance of Gazette Notification of Delhi Solar Energy Policy 2023

| 2. ABBREVIATIONS AND DEFINITIONS | Hybrid RESCO model Definition: Under this structure, the RESCO developer leases the rooftop of the consumer, and sells the power directly to the Discom via a PPA. | 4.4.1 Generation Based Incentive (GBI): | viii. In the specific case of hybrid RESCO, the GBI shall be made to the RESCO developer as they would own the solar plant. While adoption of RTS system is inherently cost- effective for Commercial and industrial consumers, the uptake has been slow over the last 5 years due to a host of other constraints including capital constraints. Hence, an early-bird GBI shall also be offered for the first time for such consumers for the first 200 MW of deployment. | viii. The data for transferring the State Subsidy through DBT will be taken from the PMSG portal. If consumer installs the Rooftop solar outside PMSG, the State capital subsidy will also be applicable to eligible consumers. The State subsidy will be transferred through DBT to eligible consumers. In this case, the consumers will provide the details on Delhi Solar portal. The details of the consumers shall, be taken from Delhi Solar portal. If Discom will act as a RESCO player, then State capital subsidy will be given to Discom after Net meter installation and submission of claim by Discom. |
