The Schedule specifies 12 posts (2024, subject to variation with workload) in General Central Service, Group C, Non-Gazetted, Non-Ministerial, Level-2 (Rs. 19,900-63,200) of the pay matrix, a non-selection post with no direct-recruitment age or qualification prescribed. Recruitment is 100% by promotion from Departmental Multi-Tasking Staff (MTS) in Level-1 (Rs. 18,000-56,900) with three years' regular service in the grade and a 12th-class pass or equivalent, subject to a typing speed test of 35 words per minute in English or 30 words per minute in Hindi (unless exempted by the Lt. Governor of Delhi), with relaxation of the typing requirement for certified physically handicapped candidates. The Group C Departmental Promotion Committee for considering promotion comprises the Principal Secretary/Secretary (PWD) as Chairperson, the Head of the Department Concerned as Member, and the Deputy Secretary (UD) as Member; UPSC consultation is not necessary. The rules disqualify bigamous marriages (subject to exemption), permit relaxation of provisions, and preserve reservations for Scheduled Castes, Scheduled Tribes, Other Backward Classes and Ex-servicemen. R. 840 dated 13th July, 1959, and in supersession of Notification No. F.2(13)/83-S.II dated 6th January, 1987 except as respects things done or omitted to be done before such supersession, the Lt. Governor of the National Capital Territory of Delhi is pleased to make the following rules regulating the method of recruitment to the post of Ahlmad in the Labour Department, Government of National Capital Territory of Delhi, namely: 1. Short title and commencement: (i) These rules may be called the “Ahlmad” Recruitment Rules, 2024. (ii) They shall come into force on the date of their publication in the Delhi Gazette. Number of Posts, Classification and Level of Pay in Pay Matrix: The number of the said posts, their classification and level of pay in Pay Matrix shall be as specified in column (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications etc.: The method of recruitment to the said posts, age-limit, qualifications and other matters connected therewith, shall be as specified in column (5) to (13) of the said schedule. 4. Disqualifications: No person, a) Who has entered into or contracted a marriage with a person having a spouse living, or b) Who having a spouse living, has entered into or contracted a marriage with a person, Shall be eligible for appointment to the said post: Provided that the Government may, if satisfied, that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing exempt any person from the operation of this rule. 5. Power to relax: Where the Government is of the opinion that it is necessary expedient so to do, it may by order, and for reasons to be recorded in writing, relax any of the provisions of this rule with respect of any class or category of persons. 6. Saving: Nothing in these rules shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen or any other special category of persons in accordance with the orders issued by the Government from time to time in this regard.
