No. 1/18/2018/DES/Estt/2726 .—In exercise of the powers conferred by provisio n to Article 309 of the Constitution of India and in accordance with DoPT O.M. No. AB -14017/10/2014 -Estt (RR)(3104937) dated 04.07.2014 and in supersession of all previous recruitment rules issued time to time for the post of Group -'C', in the Directorate of Economics & Statistics, Government of National Capital Territory of Delhi, the Lt. Governor, National Capital Territory of Delhi hereby makes rules regulating the method of recruitment to the post of 'Staff Car Driver (Grade -I)' in Directorate of Econom ics & Statistics, Government of National Capital Territory of Delhi as following namely: - 1. Short title and Commencement: - (i) These rules may be called the Directorate of Economics & Statistics, Government of National Capital Territory of Delhi, 'Staff Car Driver (Grade -I), Recruitment Rules 2023. (ii) These rules shall come into force on the date of their publication in the Official Gazette. 2. Number of Posts, its classification and Pay Level in the Pay matrix: - The number of said posts, its classification and Pay matrix attached shall be as specified in columns 2 to 4 'Staff Car Driver (Grade -I) of the Schedule annexed to these rules. 3. Method of Recruitment, Age Limit, Qualification etc.: - The method of recruitment, age limit qualifications and other matter s relating to the said post shall be specified in columns 5 to 13 'Staff Car Driver (Grade -I) of the said Schedule. 4. Disqualifications: - No Person, - (a) Who has entered into or contracted a marriage with a person having a spouse living; or (b) Who having a sp ouse living, has entered into or contracted a marriage with any person; shall be eligible for appointment to the said post: Provided that the Government may, if satisfied, that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds of doing so, exempt any person from the operation of this regulation. 4 DELHI GAZETTE : EXTRAORDINARY PART IV] 5. Power to relax: - Where the Government is of the opinion that it is necessary or expedient so to do, it may by, order, for reasons to be recorded in writing, may relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving: –Nothing in these rules shall affect reservations, relaxations of age limit and other concessions required to be prov ided for the Scheduled Castes, Scheduled Tribes, Ex -Servicemen, Other Backward Classes and other special categories of persons, in accordance with the orders issued by the Government from time to time in this regard. Non-Selection 6 Age limit for Direct Recruits Not Applicable 7 Educational & other qualification required for Direct Recruitment. Not Applicable 8 Whether age & educational qualification prescribed for direct recruit s will apply in the case of Promotees. Not Applicable 9 Period of Probation, if any Not Applicable 10 Method of Recruitment whether by Direct Recruitment or by Promotion or by Deputation/Absorption & % of the posts to be filled by various methods By Pro motion (100%) 11 In case of Recruitment by Promotion/Deputation/Absorption, grades from which Promotion/Deputation/ Absorption to be made. Promotion: Staff Car Driver (Grade -II) in the Pay Level -4 (Rs.25500 - 81100/ -) of the Pay Matrix with 05 years of regu lar service in the Grade or a combined service of 13 years in Staff Car Driver (Grade -II) and Staff Car Driver (Ordinary Grade) and have passed the trade test, specified by the Government, GNCTD. Note: Where juniors who have completed their qualifying/ eli gibility service are being considered for promotion, their seniors would also be considered provided they are not short of the requisite qualifying/ eligibility service by more than half of such qualifying/ eligibility service or two years, whichever is le ss, and have successfully completed probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying/ eligibility service. 12 If a DPC exists, what is its composition Group -‘C’ Departmental Promot ion Committee for considering promotion: 1. Principal Secretary/Secretary (Labour) - Chairperson 2. Head of the Department (DES) - Member 3. Deputy Secretary (Services) - Member Note: - Senior most member of the Departmental Promotion Committee shall act as Chairperson in case the notified Chairperson of the Departmental Promotion Committee happens to be junior to another member of Departmental Promotion Committee. 13 Circumstances in which UPSC to be consulted in making recruitment Not applicable By Order and in the Name of the Lt.
