Schedule III covers 687 posts (2025) of Grade-III at Level-2 (Rs. 19,900-63,200), non-selection, filled 75% by direct recruitment (age 18-25, up to 27 for all-India open competition, relaxable to 40 for departmental candidates; senior secondary pass with Science, 50% aggregate marks) and 25% by promotion from erstwhile Group-D employees of the Government of NCT of Delhi with three years' service and matriculation in Science. The restructuring allocates 40% of 2,289 Laboratory Assistant posts to Grade-I and 30% to Grade-II, per Ministry of Human Resource Development, Government of India Order No. F.5-8/98-UT-1 dated 8 November 2002. The rules disqualify persons who marry while having a living spouse, permit relaxation of provisions by the Government, and preserve reservations for Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-Servicemen and Persons with Benchmark Disabilities. DE.4(8)/23/E-IV/06/Vol.II/23.— In exercise of the powers conferred by the proviso to Article 309 of the Constitution of India, read with the Government of India, Ministry of Home Affair’s Notification No. F.27/59-Him(I) dated 13th July, 1959 and in supersession of Recruitment Rules for the post of Laboratory Technician Grade-I, II & III issued in this regard, except as respects things done or omitted to be done before such supersession, the Lieutenant Governor of the National Capital Territory of Delhi after prior consultation with the Union Public Service Commission, is pleased to make the following rules regulating the method of recruitment to the [PART IV DELHI GAZETTE : EXTRAORDINARY post of Laboratory Technician Grade-I, II & III in the Directorate of Education, Government of NCT of Delhi, namely:— 1. Short Title and Commencement (1) These rules may be called the Recruitment Rules for the Post of Laboratory Technician Grade-I, II & III in the Directorate of Education, Government of National Capital Territory of Delhi, 2025. (2) They shall come into force on the date of their publication in the Delhi Gazette. 2. Number of Posts, Classification and Pay Level The number of the said posts, their classification, and the pay level in the pay matrix attached thereto shall be as specified in Columns (2) to (4) of the Schedule annexed hereto. 3. Method of Recruitment, Age Limit, and Qualifications The method of recruitment, age limit, qualifications and other matters relating to the said post shall be as specified in Columns (5) to (13) of the said Schedule. 4. Disqualification No person— (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage, and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to Relax Where the Government of the National Capital Territory of Delhi is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving Nothing in these rules shall affect reservations, relaxations of age-limit and other concessions required to be provided for the Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-Servicemen, Persons with Benchmark Disabilities, and other special categories of persons in accordance with the orders issued by the Government of India / Government of NCT of Delhi from time to time in this regard.
