By Notification F. No. 4(85)/Admn/TPT/2022/47752 dated 4th December, 2025, issued under the proviso to Article 309 of the Constitution of India read with Ministry of Home Affairs Notification No. F.27/59-Him(i) dated 13th July, 1959, and after prior consultation with the Union Public Service Commission, the Lt. Governor of the National Capital Territory of Delhi makes the Transport Department, Govt. of NCT of Delhi, District Transport Officer (Previous name was Motor Licensing Officer) Recruitment Rules, 2025, effective from the date of publication in the Official Gazette. These rules supersede the District Transport Officer/Motor Licensing Officer Rules notified vide Notification No. F.2(23)/71-S.II dated 10th September, 1973, as amended in March 1978, except as respects things already done. They govern recruitment to 20 posts (2024, subject to variation) of District Transport Officer, General Central Service, Non-Ministerial, Gazetted, Group 'B', at Level-7 of the Pay Matrix (Rs. 44,900-1,42,400), a selection post filled by promotion failing which deputation (100%). Promotion is from Headquarter Inspector or Motor Vehicle Inspector at Level-6 with 5 years' regular service and 2-4 weeks' training; deputation is from Central/State Government or Union Territory officers holding an analogous post or Level-6 post with 5 years' service, possessing a diploma in mechanical or automotive engineering and 2 years' experience in administration, licensing or registration, with deputation tenure ordinarily not exceeding three years and a maximum age of 56. UPSC consultation is not required for recruitment. The rules disqualify bigamous marriages (subject to exemption), allow relaxation of provisions in consultation with UPSC, and preserve reservations for Scheduled Castes, Scheduled Tribes, Other Backward Classes and ex-servicemen. No. 4(85)/Admn/TPT/2022/47752.— In exercise of the powers conferred by the provision to article 309 of the Constitution of India and read with the Government of India, Ministry of Home Affairs’ Notification No. F.27/59 Him(i) dated 13th July, 1959 and in supersession of the District Transport Officer/Motor Licensing Officer Rules notified vide notification no. F.2(23)/71-S.II dated 10th September, 1973 and further amended vide notification no. F.2(23)/71-S.II dated March, 1978 except as respects things done or omitted to be done before such supersession, the Lt. Governor of the National Capital Territory of Delhi after prior consultation with the Union Public Service [PART IV DELHI GAZETTE : EXTRAORDINARY Commission, is pleased to make following recruitment rules for the post of District Transport Officer in Transport Department, Government of National Capital Territory of Delhi, namely:- 1. Short title and commencement- (1) These rules may be called the Transport Department, Govt. of National Capital Territory of Delhi, District Transport Officer (Previous name was Motor Licensing Officer) Recruitment Rules, 2025. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of Posts, Classification and level in the pay matrix- The number of posts, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualification etc.- The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said schedule. 4. Disqualification- No person, (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Powers to relax- Where the Government is of the opinion that it is necessary or expedient to do so, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving- Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-Serviceman and other categories of persons in accordance with the orders issued by the Government from time to time in this regard. | Sl. Deputation: Officers of the Central Government/State Government or Union Territory Administration: (a) (i) Holding analogous post on regular basis in the parent cadre or department; or (ii) With 5 years service in post in Level-6 in the pay matrix or equivalent in the parent cadre or department; and (b) Possessing the following educational qualifications or experience: (i) Diploma in mechanical engineering or automotive engineering; (ii) 2 years experience in the field of administration or licensing or registration. Standard Note: Where juniors who have completed their qualifying/eligibility service are being considered for promotion, their senior would also be considered provided they are not short of the requisite qualifying / eligibility service by more than half of such qualifying /eligibility service or 2 years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying/eligibility service The period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization/department of the Central Government shall ordinarily not exceed three years.
