Notification dated 4th August 2025 (F. No. DPCC/(3)(3)(8-20)/Admn-14/2113), issued by the Department of Environment (Delhi Pollution Control Committee), Government of the National Capital Territory of Delhi; in exercise of powers under sub-section (3A) of section 12 read with clause (i) of section 2 of the Water (Prevention and Control of Pollution) Act, 1974, and in supersession of Notification No. DPCC/(3)(3)(8-20)/Admn-14/2027 dated 5th September 2016 (except as respects things already done), the Delhi Pollution Control Committee, with the prior approval of the Lieutenant Governor of the National Capital Territory of Delhi, makes the 'Delhi Pollution Control Committee, Senior Assistant Recruitment Regulations, 2025', effective from the date of publication. The Schedule fixes 28 posts (for 2025, subject to variation depending on workload) of Senior Assistant (erstwhile Upper Division Clerk), Category 'C', Level 4 (Rs. 25,500-81,100) in the Pay Matrix, as a non-selection post filled by promotion of Junior Assistants with eight years' regular service in Pay Level 2 (Rs. 19,900-63,200), failing which by deputation (including short-term contract) of Central/State Government or equivalent officers with at least eight years' regular service, deputation not ordinarily exceeding three years and a maximum age of 56 years. The regulations bar appointment of persons who contract bigamous marriages (subject to a personal-law exemption), give the Government power to relax provisions, and save reservations and concessions for Scheduled Castes, Scheduled Tribes, Ex-servicemen and other special categories. The Departmental Promotion Committee comprises the Member Secretary, DPCC (Chairman), the Deputy Secretary (Environment), the Administrative Officer, DPCC, and two experts nominated by the DPCC Chairman; Union Public Service Commission consultation is not applicable. No. DPCC/(3)(3)(8-20)/Admn-14/2113—In exercise of the powers conferred by sub-section (3A) of section 12 read with clause (i) of section 2 of the Water (Prevention and Control of Pollution) Act, 1974, and in supersession of Notification No. DPCC/(3)(3)(8-20)/Admn-14/2027 dated the 5th September, 2016 published in Delhi Gazette, except as respects things done or omitted to be done before such supersession, Delhi Pollution Control Committee, with prior approval of Hon’ble Lt. Governor, National Capital Territory of Delhi, hereby makes the regulations regarding method of recruitment for the post of Senior Assistant (erstwhile Upper Division Clerk) in the Delhi Pollution Control Committee, as following namely:- 1. Short title and commencement.—(I) These regulations may be called the Delhi Pollution Control Committee, Senior Assistant Recruitment Regulations, 2025. (II). They shall come into force on the date of their publication in Official Gazette. 2. Number of posts, classification and level in Pay Matrix. - The number of said posts, their classification and level in Pay Matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these regulations. 3. Method of recruitment, age limit, qualifications etc. - The method of recruitment, age limit, qualification and other matters relating to the said posts shall be as specified in columns 5 to 13 of the said Schedule. 4. Disqualifications. - No person,- (a) Who has entered into or contracted a marriage with a person having a spouse living or; (b) Who, having a spouse living, has entered into or contracted a marriage with any other person, shall be eligible for appointment to the said posts: Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing exempt any person from the operation of this regulation. 5. Power to relax. - Where the Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these regulations with respect to any class or category of persons. Saving. - Nothing in these regulations shall affect reservations, relaxation of age limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard. Note:- Where juniors who have completed their qualifying/eligibility service are being considered provided they are not short of the requisite qualifying/eligibility service by more than half of such qualifying service, or two years, whichever is less and have successfully completed their probation period for promotion to the next higher grade along with their juniors who have already completed such qualifying/eligibility service. The maximum age limit for deputation shall be 56 years on the last date of receipt of applications; The Departmental officer in the feeder category who are in direct line of promotion will not be eligible for consideration for appointment on deputation.
