The Schedule specifies 23 posts (2024, subject to variation with workload) - Principal (Jr. Scale)-2, Vice Principal-13, Assistant Inspector of Training-3, Industrial Liaison Officer-cum-Officer Incharge-1, Training Officer-2, Training Evaluation Officer-1, Senior Surveyor-1 - in General Central Service, Non-Ministerial, Gazetted, Group A, Level-10 (Rs. 56,100-177,500) of the pay matrix, a selection post. For direct recruits the age limit is not exceeding 35 years (relaxable up to 5 years for Government servants), with the essential qualification of a degree in Engineering/Technology from a recognised University/Institute plus three years' professional experience in the relevant engineering discipline or three years' teaching experience at a recognised institute; probation is two years, including a mandatory two-to-four-week induction training for direct recruits. Recruitment is 75% by promotion and 25% by direct recruitment, with promotion drawn from Group Instructor/Surveyor/Assistant Apprenticeship Advisor (Junior)/Instructor (AVTS) in Level-7 (Rs. 44,900-142,400) with five years' regular service and at least a Diploma in Engineering/Technology. UPSC consultation is necessary on each occasion of recruitment and relaxation. The Departmental Promotion Committee is chaired by a Chairman or Member of the UPSC, with the Chief Secretary, GNCT of Delhi and the Secretary, Training and Technical Education, GNCT of Delhi as members. Governor of National Capital Territory of Delhi, after prior consultation with the Union Public Service Commission, is pleased to frame the following Recruitment Rules, regarding the method of recruitment to the post of Principal (Jr. Scale)/Vice Principal/Assistant Inspector of Training/Industrial Liaison Officer-cum-Officer Incharge/ Training Officer/ Training Evaluation Officer/ Senior Surveyor in the Training Wing under the Directorate of Training and Technical Education, Government of National Capital Territory of Delhi, namely: Short title and commencement:- (i) These rules may be called the Principal (Jr. Scale)/Vice Principal/Assistant Inspector of Training/Industrial Liaison Officer-cum-Officer Incharge/ Training Officer/ Training Evaluation Officer/ Senior Surveyor Recruitment Rules, 2024. (ii) They shall come into force on the date of their publication in the Official Gazette. Number of posts, classification and Level in the Pay Matrix:- The number of posts, its classification and the Level in the Pay Matrix attached thereto, shall be as specified in column (2) to (4) of the Schedule attached thereto. 1. Method of Recruitment, Age limit and other qualification:- The method of recruitment to the said post, age limit, qualifications and other matters connected therewith shall be as specified in column (5) to (13) of the said Schedule. 2. Disqualifications:- No person, (a) Who has entered or contracted marriage with the person having a spouse living, or (b) Who having a spouse living, has entered into or contracted marriage with any person; shall be eligible for appointment to any of the said posts: Provided that Government may, if satisfied that such a marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for doing, exempt any person from the operation of these rules. 3. Power to relax:- Where the Government of National Capital Territory of Delhi is of the opinion that it is necessary or expedient to do so, it may, by order and for reasons to be recorded in writing, and in consultation with Union Public Service Commission, relax any of the provision of these rules with respect to any class or category of person. 6. Saving:- Nothing in these rules shall affect reservations and other concessions required to be provided for the Scheduled castes and Scheduled Tribes and other specified category of persons in accordance with orders issued by the Central Government from time to time in this regard.
