By notification No. F.9(89)/AO-NCC/Ex-Cadre/SW/2023/1875 dated 27th February 2025, issued under the proviso to article 309 of the Constitution of India, the Lieutenant Governor of the National Capital Territory of Delhi supersedes Notification No. F.2(14)/87-S.II dated 10th June 1987 and makes the National Cadet Corps Department, Government of National Capital Territory of Delhi, Multi Tasking Staff (Sanitary), Recruitment Rules, 2025, to regulate recruitment to the post of Multi Tasking Staff (Sanitary) in the National Cadet Corps Department, Government of NCT of Delhi, effective from the date of publication in the official Gazette. The Schedule fixes twenty-two posts (2025, subject to variation with workload and subject to approval of a change in the post's nomenclature) as General Central Service, Group 'C', Non-Gazetted, Non-Ministerial, Level-1 in the pay matrix (Rs. 18,000-56,900), filled entirely by direct recruitment. Direct recruits must be aged eighteen to twenty-five years (relaxable up to forty for departmental candidates, or eighteen to twenty-seven if filled by all-India open competition) and hold a matriculation qualification from a recognised board or university; probation is two years. A Group 'C' Departmental Confirmation Committee chaired by the Additional Director General, NCC, with the Special/Additional Director (Social Welfare), the Deputy Director (Education) and the Deputy Secretary (GAD) as members, is prescribed; consultation with the Union Public Service Commission is not applicable. Governor, National Capital Territory of Delhi hereby makes rules regulating the method of recruitment to the post of Multi Tasking Staff (Sanitary) in National Cadet Corps Department, Government of National Capital Territory of Delhi, namely :- 1. Short title and Commencement:- (i) These rules may be called the National Cadet Corps Department, Government of National Capital Territory of Delhi, Multi Tasking Staff (Sanitary), Recruitment Rules 2025. (ii) They shall come into force on the date of their publication in the official Gazette. 2. Number of Posts, its classification and Pay Level in the Pay matrix:- The number of said posts, its classification and Level in Pay matrix attached thereto shall be as specified in columns 2 to 4 of the Schedule annexed to these rules. 3. Method of Recruitment, Age Limit, Qualification etc.:- The method of recruitment, age limit qualifications and other matters relating to the said post shall be specified in columns 5 to 13 of the said Schedule. 4. Disqualifications:- No Person - (a) Who has entered into or contracted a marriage with a person having a spouse living; or (b) Who having a spouse living, has entered into or contracted a marriage with any person: shall be eligible for appointment to the said post: DELHI GAZETTE : EXTRAORDINARY PART IV] Provided that the Government may, if satisfied, that such marriage is permissible under the personal law applicable to the such person and other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax:- Where the Government is of the opinion that it is necessary expedient so to do, it may be order, and for the reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving –Nothing in these rules shall affect reservations, relaxations of age limit and other concessions required to be provided for the Schedule Castes, Schedules Tribes, Ex-Servicemen, Other Backward Classes and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
