The Schedule specifies 43 posts (2024, subject to variation depending on workload), classified as General Central Service, Group 'C', Non-Gazetted, Non-Ministerial, at Level-2 in the pay matrix (Rs. 19,900-63,200), filled by direct recruitment, with vacancies arising from deputation, long illness or study leave of one year or more fillable on deputation from Central Government, State Government or Union Territory officers holding analogous posts. The age limit for direct recruits is 18-25 years, relaxable up to 40 years for departmental candidates, or 18-27 years where recruitment is by all-India open competition. Essential qualifications are a 10th class pass from a recognised board or institute together with a diploma in catering from a recognised institute, and a Trade Skill Test in cooking conducted by a hotel management institution established under the Government of National Capital Territory of Delhi, with qualifications relaxable at the discretion of the Delhi Subordinate Services Selection Board for otherwise well-qualified candidates. Direct recruits serve a two-year probation, including a mandatory induction training of at least two weeks. The Group 'C' Departmental Confirmation Committee comprises the Principal Secretary or Secretary (Administrative Reforms) as Chairperson, the Head of the Department concerned, and the Deputy Secretary (General Administration Department) as members; consultation with the Union Public Service Commission does not apply. The rules also disqualify persons who contract a bigamous marriage, subject to exemption, and preserve reservation concessions for Scheduled Castes, Scheduled Tribes and other special categories. No. 44(39)/2022/DSW/AdmnII/RRs/6973-78.—In exercise of the powers conferred by the provision to Article 309 of the Constitution read with the Government of India, Ministry of Home Affairs, notification number G.S.R. 840 dated 13th July,1959 and in supersession of notification F.2(25)/66-Appts(B) dated 06.07.1966 except as things done or omitted to be done before such supersession the Lt. Governor of the National Capital Territory of Delhi, hereby makes the following rules regulating the method of recruitment for the post of Cook in the Department of Social Welfare, Government of National Territory of Delhi, namely: - 1. Short title and commencement: - (i) These rules may be called the Cook Recruitment Rules, 2023. (ii) They shall come into force on the date of its publication in official gazette. 2. Number of Posts, Classification and level in the pay matrix: - The number of the said posts, their classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age limit, qualification, etc: - The method of recruitment to the said post, age limit, qualification and other matters connected therewith, shall as specified in columns (5) to (13) of the said Schedule. 4. Disqualification: - No person- (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who having a spouse living, has entered into or contracted a marriage with a person, shall be eligible for appointment to the said post; Provided that the Government may, if satisfied, that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Powers to relax: - Where the Government is of the opinion that it is necessary or expedient so to do, it may by an order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving: - Nothing in these rules shall affect reservations, relaxation of age limit and other concessions, required to be provided for the Scheduled Castes the Scheduled Tribes and other special categories of persons in accordance with the order issued by the Central Government from time to time in this regard.
