In exercise of powers under the proviso to Article 309 of the Constitution of India, read with the Government of India, Ministry of Home Affairs' Notification No. F.27/59-Him(i) dated 13th July, 1959, and in supersession of Notification No. F.(14)/87-S.II dated 10th June, 1987, the Lt. Governor of the National Capital Territory of Delhi makes the Transport Department, Govt. of National Capital Territory of Delhi, Multi-Tasking Staff, Recruitment Rules, 2024, notified vide No. F.4(118)/Admn/TPT/2022/67468 dated 13th December, 2024, effective from the date of publication in the Official Gazette. The Schedule fixes the number of posts at 120 (2024), subject to variation dependent on workload; classification as General Central Service, Group 'C', Non-Gazetted, Non-Ministerial; Level-1 (Rs. 18000-56900) of the pay matrix; a direct-recruit age limit of 18-25 years (relaxable to 40 years for departmental candidates, or 18-27 years where filled by all-India open competition); the essential qualification of Matriculation or equivalent from a recognized Board/Institute; a two-year probation period; 100% recruitment by direct recruitment; a Group 'C' Departmental Promotion Committee chaired by the Principal Secretary/Secretary (Administrative Reforms), with the Head of Department concerned and the Deputy Secretary (GAD) as members; disqualification of bigamists from appointment, subject to government exemption; a power to relax the rules for any class or category of persons; and savings for reservations and age-limit concessions for Scheduled Castes, Scheduled Tribes, Other Backward Classes and Ex-Servicemen. F.(14)/87-S.II dated 10th June, 1987 issued in this regard, except as respects things done or omitted to be done before such supersession, the Lt. Governor of the National Capital Territory of Delhi is pleased to make following recruitment rules for the post of Multi-Tasking Staff in Transport Department, Government of National Capital Territory of Delhi, namely:- 1. Short title and commencement- (1) These rules may be called the Transport Department, Govt. of National Capital Territory of Delhi, Multi-Tasking Staff, Recruitment Rules, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of Posts, Classification and level in the pay matrix- The number of posts, its classification and level in the pay matrix attached thereto, shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. Method of recruitment, age-limit, qualification etc.- The method of recruitment, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said schedule. 4. Disqualification- No person, (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Powers to relax- Where the government is of the opinion that it is necessary or expedient to do so, it may, by order and for reasons to be recorded in writing and in consultation with the Union Public Service Commission, relax any of the provisions of these rules with respect to any class or category of persons. 6.
