                Detailed Summary
            

            
Notification S.O. 4263(E), issued by the Ministry of Railways [East Coast Railway (Construction)] at Bhubaneswar on 31st July 2026, is a notice under section 20E of the Railways Act, 1989 (24 of 1989). It refers to an earlier notification, S.O. 3747(E) dated 14th August 2025 (published in the Gazette of India, Extraordinary, Part-II, Section-3, Sub-section (ii) on the same date), issued under section 20A(1) of the Act, declaring the Central Government's intention to acquire land for the Special Railway Project 'Construction of Road Over Bridge in lieu of closing of manned L.C.No.326 at Km 675/3-5 between Surla Rd.(SLRD)-Icchapuram(IPM) stations on Howrah-Visakhapatnam main line under Khurda Rd. Division' in Srikakulam district, Andhra Pradesh. The substance of that notification was published in the local newspapers 'Sakshi' (Telugu, Srikakulam & Visakhapatnam edition) and 'Times of India' (English, Visakhapatnam edition), both dated 11th September 2025, under section 20A(4); no objection was received. Upon receiving the Competent Authority's report under section 20E(1), the Central Government now declares that the scheduled lands shall be acquired, and under section 20E(2), that on publication of this notification the land vests absolutely in the Central Government free of all encumbrances. The Schedule, covering Ichhapuram Mandal of Srikakulam district under Khurda Road Division, lists land acquired in Purushottapuram village (22 survey plots, 2.09 acres total) and Kedaripuram village (38 plots, 3.44 acres total), for an overall acquired area of 5.53 acres. The notification is signed by H. NOTIFICATION
Bhubaneswar, the 31st July, 2026
S.O. 4263(E).— Whereas, by the notification of the Government of India, in the Ministry of Railways (East
Coast Railway, Construction Organisation), Notification number, S.O.3747(E). dated 14 th August, 2025 published in
Gazette of India, Extraordinary, Part-II, section-3 Sub-section (ii), dated 14th August, 2025 (herein after referred to as
the said notification) and issued under sub-section (1) of section 20A of the Railways Act, 1989 (24 of 1989) (herein
after referred to as the said Act), the Central Government declares its intention to acquire the land specified in the
schedule annexed to the said notification for the purpose of execution, maintenance, management and operation of
Special Railway Project, namely, “Construction of Road Over Bridge in lieu of closing of manned L.C.No.326 at
Km 675/3-5 between Surla Rd.(SLRD)-Icchapuram(IPM) stations on Howrah–Visakhapatnam main line under
Khurda Rd. Division” in the Srikakulam district state of Andhra Pradesh.
And whereas, the substance of the said notification was published in daily local newspapers namely "Sakshi" in
Telugu (Srikakulam & Visakhapatnam Edition) on dated 11th September, 2025 and “Times of India” in English
(Visakhapatnam Edition) dated 11th September, 2025 under sub-section (4) of section 20A of the said Act; and
whereas no objection has been received from any person by the competent authority.
And whereas, in pursuance of sub-section (1) of section 20E of the said Act, the Competent Authority has
submitted its report to the Central Government.
Now therefore, upon receipt of the report of the Competent Authority, and in exercise of the powers conferred by
sub-section (1) of section 20E of the said Act, the Central Government hereby declares that the lands specified in the
schedule annexed here to shall be acquired for the aforesaid purpose;
And further, in pursuance of sub-section (2) of section 20E of the said Act, the Central Government hereby
declares that on publication of the notification in the official Gazette, the land specified in the schedule annexed here
to shall vest absolutely in the Central Government free from all encumbrances.
SCHEDULE
Brief description of the land to be acquired, with or without structures, falling within the Special Railway
Project, namely “Construction of Road Over Bridge in lieu of closing of manned L.C.No.326 at Km 675/3 -5
between Surla Rd.(SLRD)-Icchapuram(IPM) stations on Howrah–Visakhapatnam main line under Khurda
Rd. Division” in the Srikakulam district state of Andhra Pradesh.
