The original notification, S.O. 4254(E) dated 22 September 2025, issued under sub-section (1) of section 20A of the Railway Act, 1989 (24 of 1989) read with the Railway (Amendment) Act, 2008 (11 of 2008), had declared the Central Government's intention to acquire land in Lakhalgaon village, District Nashik, Maharashtra, for the Special Railway Project "Odha station - Provision of stabling lines for handling Kumbh Mela traffic in 2027." Notice of the scheme was published in the newspapers Dainik Aapla Mahanagar (English) and Dainik Saimat (Marathi) on 1 October 2025 and 30 September 2025 respectively, under sub-section (4) of section 20A. Objections from affected account holders were received and heard by the Assistant Deputy Collector and Sub-Divisional Officer, Nashik, on 19 November 2025, and the objectors' demands were accepted; the competent authority then submitted its report to the Central Government under section 20E. The Central Government now declares, under section 20E(1), that the lands listed in the schedule shall be acquired for the project, and, under section 20E(2), that on publication of this notification the land vests absolutely in the Central Government free of all encumbrances. The schedule lists 27 survey/gat numbers in Lakhalgaon village, Nashik sub-division, totalling 42.352 hectares of which 3.43 hectares are acquired, identifying landowners under 7/12 extracts and recording wells, boreholes, pipelines, structures (including houses, cattle sheds and toilets) and trees on each parcel. And whereas, the substance of the said notification was published in for SLAO/Assistant Collector/SDO Nashik daily newspapers namely “Dainik Aapla Mahanagar (English)” & “Dainik Saimat (Marathi)” Dated 01-10-2025 & 30-09-2025 under sub section (4) of section 20A of the said Act; And objections have been received in this village. The objections of the affected account holders on the said notification have been received within the time limit. Hearing on the said objections received was conducted by the competent authority Assistant Deputy Collector & Sub-Divisional Officer, Nashik on 19/11/2025. Therefore, stage-wise action has been taken and the demand of the account holders has been accepted And whereas, in pursuance of sub-section 20E of the said Act, the competent authority has submitted its report to the Central Government; Now therefore, upon receipt of the report of the Competent Authority and in exercise of the powers conferred by sub-section (1) of section 20E of the said Act, the Central Government hereby declares that the lands specified in the schedule annexed hereto shall be acquired for the aforesaid purpose; And further, in pursuance of sub-section (2) of section 20E of the said Act, the Central Government hereby declares that on publication of this notification in the official Gazette, the land specified in the schedule annexed hereto shall vest absolutely in the Central government free from all encumbrances.
