The Ministry of Home Affairs (Office of the Registrar General, India), in Notification S.O. 2787(E) dated 27th June 2023, records that in pursuance of sub-clause (ii) of clause (b) of sub-section (4) of section 4 of the Aadhaar (Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016) read with rule 5 of the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020, the Ministry of Electronics and Information Technology has allowed the Office of Registrar General and Census Commissioner, India to perform Aadhaar authentication for registration of births and deaths; now, exercising powers under sub-section (3) of section 3 of the Registration of Births and Deaths Act, 1969 (18 of 1969), the Registrar General and Census Commissioner, India, having been so authorized, directs that Registrars appointed under sub-section (1) of section 7 of the said Act shall be allowed to perform Yes or No Aadhaar authentication, on a voluntary basis, to verify Aadhaar numbers collected along with other details in birth or death reporting forms, for establishing the identity of the child, parent and informant (in births) or the parent, spouse and informant (in deaths); State Governments and Union territory Administrations must adhere to the Ministry of Electronics and Information Technology's guidelines on use of Aadhaar authentication, filed under F. No. 11/4/2020-VS(CRS) and signed by Mritunjay Kumar Narayan, Registrar General and Census Commissioner, India.
