These rules, effective from their publication date in the Official Gazette, amend the National Capital Territory of Delhi, Andaman and Nicobar Islands, Lakshadweep, Daman and Diu and Dadra and Nagar Haveli (Police Service) Rules, 2003, by replacing the existing SCHEDULE IV and its accompanying note. The newly substituted SCHEDULE IV, referenced under rule 7(2) and (5), details the composition of the Departmental Promotion Committee (DPC) for various grades. For Junior Administrative Grade-I and Grade-II, the DPC comprises a Chairperson/Member of the Union Public Service Commission, the Joint Secretary or Additional Secretary in charge of the Union Territories Division in the Ministry of Home Affairs, the Chief Secretary of Andaman and Nicobar Islands, the Principal Secretary or Secretary (Home) of the Government of National Capital Territory of Delhi, and the Commissioner of Police, Delhi. The Selection Grade DPC includes a Chairperson/Member of the Union Public Service Commission, the Joint/Additional Secretary (Union Territories Division, MHA), the Principal/Secretary (Home, GNCTD), the Joint Commissioner of Police (personnel, Delhi), the Inspector General of Police (Andaman and Nicobar Islands Police), and the Advisor to the Administrator (Dadra and Nagar Haveli and Daman and Diu). The Entry Grade DPC is chaired by the Joint/Additional Secretary (Union Territories Division, MHA) and includes the Principal/Secretary (Home, GNCTD), the Joint Commissioner of Police (personnel, Delhi), the Inspector General of Police (Andaman and Nicobar Islands Police), and the Advisor to the Administrator (Dadra and Nagar Haveli and Daman and Diu). A provision states that the absence of a non-Chairperson member will not invalidate DPC proceedings if more than half of the members, including the Chairperson, attended the meeting.
