                Detailed Summary
            

            
The Ministry of Petroleum and Natural Gas, by notification S.O. 4093(E) dated 13th September 2023, recites that the Central Government had earlier, by notifications S.O. 2299(E) dated 24.05.2021 and S.O. 814(E) dated 16.02.2023 issued under sub-section (1) of section 3 of the Petroleum and Minerals Pipelines (Acquisition of Right of User in Land) Act, 1962 (50 of 1962), declared its intention to acquire the Right of User in land for laying the "Ennore-Tiruvallur-Bengaluru-Puducherry-Nagapattinam-Madurai-Tuticorin" natural gas pipeline in Tamil Nadu by Indian Oil Corporation Limited, with copies made available to the public from 05.08.2021 and 18.04.2023; after the Competent Authority submitted its report under sub-section (1) of section 6, the Central Government, exercising powers under sub-sections (1) and (4) of section 6 of the Act, declares that the Right of User in the land described in the Schedule (survey/subdivision plots across villages including Alangudi, Asikkadu, Thozhuthalangudi, Therizhandur, Perumal Koil, Komal East, Kozhaiyur, Kappur, Pandaravadai and Peruncheri in Kuttalam Taluk, Mayiladuthurai district, Tamil Nadu) is acquired and shall vest, from the date of publication, in Indian Oil Corporation Limited free from all encumbrances, with Indian Oil Corporation Limited being exclusively liable for compensation under section 10 of the Act and no suit or claim lying against the Central Government; the notification is signed by Ramji Lal Meena, Under Secretary (F. NOTIFICATION
New Delhi, the 13th September , 2023
S.O. 4093(E).—Whereas, b y the notification of the Government of India in the Ministry of Petroleum and
Natural Gas number S.O.No.2299 (E)) dat ed: 24.05 .2021 & S.O. 814(E) dated: 16.02.2023  issued under sub section
(1) of section 3 of the Petroleum and Minerals Pipelines (Acquisiti on of Right of User in Land) Act, 1962 (50 of
1962), (herein after referred to as the said Act) the Central Government declared its intention to acquire the Right of
User in the Lands specified in the Schedule appended to that notification for the purpose of laying pipeline for the
transportation of Natural Gas, a pipeline ―E nnore - Tiruvallur -Bengaluru -Pudu cherry -Nagapattinam  –Madurai -
Tuticorin‖ should  be laid in the State of Tamil Nadu  by Indian Oil Corporation Limited.

And whereas, copies of the said notifications were made available to the public from 05.08.2021 &
18.04.2023.
And whereas, the Comp etent Authority in pursuance  of sub -section (1) of section 6 of the said Act has
submitted his report to the Central Government;
And whereas, the Central Government, after considering the said report is satisfied that the Right of User in
the Land specifie d in the Schedule appended t o this notification should be acquired;
Now, therefore, in exercise of the powers conferred by sub -section (1) of section 6 of the said Act, the
Central Government hereby declares that the Right of User in the said Land specifie d in the Schedule appended t o this
notification is hereby acquired for laying the pipeline;
And further, in exercise of the powers conferred by sub -section (4) of section 6 of the said Act, the Central
Government hereby directs that the Right of User in th e said Land shall instead of  vesting in the Central Government,
vest from the date of publication of this declaration, in the Indian Oil Corporation Limited free from all encumbrances.
Indian Oil Corporation Limit ed shall be exclusively liable for any compensation in terms of section  10 of the
P & M P Act, 1962 and no suit, claim or legal proceeding would lie against the Central Government on any matter
relating to pipeline.
