NOTIFICATION
New Delhi, the, 14th July, 2023
G.S.R. 521(E).—In exercise of the powers conferred by clause (b) of sub-section (2) of section 156 of the "
"Indo-Tibetan Border Police Force Act, 1992 (35 of 1992), the Central Government hereby makes the following rules "
"regulating the method of recruitment to Group 'B' posts of Para Medical Cadre in the Indo-Tibetan Border Police "
"Force, namely:-
1. Short title and commencement.—(1) These rules may be called the Indo-Tibetan Border Police Force, "
"Para-Medical Cadre (Group 'B' Posts) Recruitment Rules, 2023.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. Application.-These rules shall apply to the posts specified in column (1) of the Schedule annexed to "
"these rules.
3. Number of post, classification and level in the pay matrix.— The number of said posts, their "
"classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of "
"the Schedule annexed to these rules.
4. Method of recruitment, age-limit and other qualifications, etc.— The method of recruitment, age-limit, "
"qualifications and other matters relating thereto, shall be as specified in columns (5) to (13) of the said "
"Schedule.
5. Disqualification.—No person,—
(a) who has entered into or contracted a marriage with a person having a spouse living; or
(b) who, having a spouse living, has entered into or contracted a marriage with any other person,
shall be eligible for appointment to the said post:
Provided that the Central Government may, if satisfied that such marriage is permissible under the personal "
"law applicable to such person and the other party to the marriage and that there are other grounds for so doing, "
"exempt any other person from the operation of this rule.
6. Medical Fitness.— Notwithstanding anything contained in these rules, only those persons who are in "
"medical category SHAPE-I, as specified in the Indo-Tibetan Border Police Force, Medical Manual Volume-III, shall "
"be eligible for appointment and promotion including appointment by deputation or re-employment under the "
"provisions of these rules.
Explanation.- For the purposes of this rule, SHAPE-I means Medical Category defined as under:-
(i) Medical classification done by Medical Officer after assessing fitness of the officer under given factors "
"indicated by the code letter SHAPE, which represent the following function:-
S- Psychological
H- Hearing
A- Appendages
P- Physical capacity
E- Eye sight
(ii) Functional capacity of an officer under each factor will be denoted by numeral 1 to 5 against each code "
"letter, indicating declining functional efficiency. The numerals will be written next to the code letter, except "
"that where an officer is in Grade-I in all factors, his category may be denoted by writing SHAPE-I instead of "
"writing S1H1A1P1E1. General evaluation of these numerals is as under:-
(a) Fit for all duties anywhere.
(b) Fit for all duties but may have limitations as to type of duties and area of employability depending on "
"whether the duties involve severe stress or demand acuity of hearing or vision of both ears or eyes.
(c) Excepting "S" factor, fit for routine or sedentary duties but may have limitations of employability at "
"high altitude (above 2700 meters) extreme cold areas or hilly terrain and for long assignments.
(d) Temporarily unfit for duties on account of hospitalization or sick leave.
(e) Permanently unfit for duties.
7. Ineligibility of non-citizens of India.-No person who is not a citizen of India shall, except with the "
"prior permission of the Central Government in writing, be appointed under these rules:
Provided that nothing contained in this rule shall debar the appointment or employment of a subject of Nepal "
"or Bhutan in the Force.
8. Superannuation.- (1) Every person appointed under these rules shall retire from service on the afternoon "
"of the last day of month in which he or she attains the age of sixty years or as prescribed by the Central "
"Government from time to time:
Provided that the person whose date of birth is the first day of a month shall retire from service on the "
"afternoon of the last day of the preceding month on attaining the age of superannuation.
(2) No person shall be granted extension in service beyond the prescribed age of retirement on "
"superannuation.
9. Power to relax.- Where the Central Government is of the opinion that it is necessary or expedient so to "
"do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with "
"respect to any class or category of persons.
10. Saving.— Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions "
"required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the "
"Ex-servicemen and other special categories of persons, in accordance with the orders issued by the Central "
"Government from time to time in this regard.
11. Interpretation.- If any question relating to the interpretation of these rules arises, it shall be "
"referred to the Central Government who may decide the same.

(6) Age-limit for direct recruits: Between 18 to 30 years.
(1) Relaxable for Government servants upto five years in accordance with the instructions or orders issued by the "
"Central Government.
(2) Relaxable upto five years in the case of the Scheduled Caste or the Scheduled Tribe candidates and three year "
"for the Other Backward Classes candidates in accordance with the orders issued by the Central Government from "
"time to time.
(7) Educational and other qualifications required for direct recruits:
1. (a) Educational qualifications:
(i) Bachelor's Degree in Neurotechnology from a recognised University or Institute; or
(ii) 10th plus 2 in Science from recognised Board and having two years Diploma in Electroencephalogram or "
"Neurology Technician from a Institute recognised by the Central Government or State Government.
(b) Experience: Minimum one year experience in case of Bachelor's Degree holders and minimum two years experience "
"in case of diploma as a Electroencephalogram or Neurology Technician from a recognised Government hospital.
2. Physical standard for male and female:
(a) Height: For male 170 cms, For female 157 cms.
Relaxation: Candidates falling in the categories of Garhwalis, Kumaonis, Gorkhas, Dogras, Marathas and candidates "
"belonging to the State of Assam, Himachal Pradesh, Kashmir region of Union territory of Jammu and Kashmir and Leh "
"and Ladakh regions of Union territory of Ladakh — 165 cms male / 155 cms female.
Candidates hailing from North-Eastern States of Arunachal Pradesh, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim "
"and Tripura — 162.5 cms male / 152.5 cms female.
All candidates belonging to the Schedule Tribes hailing from the North-Eastern States as above and the left wing "
"extremism affected Districts — 160 cms male / 147.5 cms female.
All candidates belonging to the Schedule Tribes other than North-Eastern States and the left wing extremism "
"affected Districts — 162.5 cms male / 150 cms female.
(b) Chest: General — 80 cms unexpanded / 85 cms expanded (male), Not applicable (female). Candidates belonging to "
"hill areas other than North Eastern States — 78 cms / 83 cms. Tribals of all States or Union territories — 76 cms "
"/ 81 cms. Candidates hailing from North-Eastern States of Arunachal Pradesh, Manipur, Meghalaya, Mizoram, "
"Nagaland, Sikkim and Tripura — 77 cms / 82 cms.
(c) Weight: Proportionate to height and age as per medical standards.
Note: The Director General, Indo-Tibetan Border Police may, for reasons to be recorded in writing, relax the "
"physical standards as a special dispensation in deserving cases.
3. Medical standards:
(a) Vision: Minimum distant vision should be 6/6 and 6/9 of both eyes without correction (i.e. without wearing "
"glasses).
(b) candidates must not suffer from knock knees, flat foot, varicose veins or squint in the eyes and should "
"possess high colour vision. They must be in good mental and bodily health and free from any physical defect "
"likely to interfere with the efficient performance of duties.
4. Must qualify the physical efficiency test and written test.
(8) Whether age and educational qualifications prescribed for direct recruits will apply in the case of promotes: "
"Not applicable.
(9) Period of probation, if any: Two years.
(10) Method of recruitment, whether by direct recruitment or by promotion or by deputation/absorption and "
"percentage of the vacancies to be filled by various methods: (i) By deputation failing which by direct "
"recruitment; and (ii) By deputation or re-employment for Ex-serviceman.
(11) In case of recruitment by promotion or deputation/absorption, level in the pay matrix from which promotion "
"or deputation/absorption is to be made:
By deputation: Officers of the Central Government or State Government or Union territories,-
(i) (a) holding analogous posts on regular basis in the parent cadre or department; or
(b) with six years' service rendered after appointment thereto on regular basis in level 5 (Rs. 29200-92300/-) in "
"the pay matrix; and
(ii) having the requisite experience and qualifications prescribed for direct recruits under column (7).
Note 1: The maximum age-limit for appointment by deputation shall not exceed fifty-two years as on the closing "
"date of receipt of applications.
Note 2: The period of deputation including the period of deputation in another ex-cadre post held immediately "
"preceding this appointment in the same or some other organisation or department of the Central Government shall "
"ordinarily not exceed three years.
For Ex-servicemen: (Deputation or re-employment) The Armed Force personnel due to retire or who are to be "
"transferred to reserve within a period of one year and having the requisite experience and qualifications "
"prescribed, if any, shall also be considered and if selected such persons would be given deputation terms upto "
"the date on which they are due for release from the Armed Forces, thereafter they may be continued on "
"re-employment.
(12) If a departmental Promotion Committee exists, what is its composition: Group 'B' Departmental Confirmation "
"Committee (for considering confirmation) consisting of:- (1) Director (Medical)/Inspector General, Indo-Tibetan "
"Border Police Force - Chairman; (2) Deputy Inspector General (Medical) or Deputy Inspector General, Indo-Tibetan "
"Border Police Force - Member; (3) Chief Medical Officer (Selection Grade) or Commandant, Indo-Tibetan Border "
"Police Force - Member.
(13) Circumstances in which the Union Public Service Commission is to be consulted in making recruitment: Not "
"applicable.

(7) 1. Educational qualifications:
(i) Bachelor's Degree in Optometry from a recognized University or institute; or
(ii) 10th plus 2 with Science as one of the subjects from a recognised Board and two years Diploma in Ophthalmic "
"Technician from a institute recognised by the Central Government or State Government.
Experience: Minimum one year experience in case of Bachelor's Degree holders and minimum two years experience in "
"case of diploma holders in the field of Optometry from a recognized Government hospital.
2. Physical standard for male and female: identical to the standards specified above for Sub-Inspector (EEG "
"Technician) — Height 170 cms male/157 cms female (with the same category-wise relaxations); Chest 80/85 cms "
"(unexpanded/expanded) male, Not applicable female (with the same category-wise relaxations); Weight proportionate "
"to height and age.
3. Medical standards, physical efficiency test and written test requirements: identical to those specified above "
"for Sub-Inspector (EEG Technician).
(8) Not applicable.
(9)-(13): Period of probation (two years), method of recruitment (by deputation failing which by direct "
"recruitment; and by deputation or re-employment for Ex-Serviceman), level in pay matrix from which promotion/"
"deputation/absorption is to be made, and Departmental Promotion Committee composition are identical to those "
"specified above for Sub-Inspector (EEG Technician).

(i) Bachelor's Degree in Haemo dialysis from a recognised University or institution; or
(ii) 10th plus 2 with Science from a recognised Board or institution and having two years Diploma in Haemo "
"dialysis.
Experience: Minimum one year experience in case of Bachelor's Degree holders and minimum two years experience in "
"case of diploma holders in the field of haemo dialysis work in a recognised Government hospital.
2. Physical standard for male and female, medical standards, and tests: identical to the standards specified "
"above for Sub-Inspector (EEG Technician) and Sub-Inspector (Ophthalmic Technician).
(8) Not applicable.
(9)-(13): Period of probation (two years), method of recruitment (by deputation failing which by direct "
"recruitment; and by deputation or re-employment for Ex-serviceman), level in pay matrix from which promotion/"
"deputation/absorption is to be made, and Departmental Promotion Committee composition are identical to those "
