In exercise of powers under the proviso to article 309 of the Constitution, and in supersession of the Directorate General of Foreign Trade (Stenographer Grade I, Stenographer Grade II and Stenographer Grade III) Recruitment Rules, 1999 insofar as they relate to Stenographer Grade II, the President notifies, by G.S.R. 177(E) dated 18th March 2025, the Directorate General of Foreign Trade (Stenographer Grade II) Recruitment Rules, 2025, effective from the date of publication. The rules govern recruitment to 34 posts (2025, subject to variation dependent on workload) of Stenographer Grade II in the Ministry of Commerce and Industry's Directorate General of Foreign Trade, allocated across the Western Zone, Mumbai (14 posts), Eastern Zone, Kolkata (3 posts), Southern Zone, Chennai (9 posts) and Northern Zone/Central Licensing Area, New Delhi (8 posts); the post is a General Central Service, Group 'C', Non-Gazetted, Ministerial post at Level 4 of the pay matrix (Rs. 25,500-81,100). Recruitment is entirely by direct recruitment through the Staff Selection Commission, for candidates aged 18-27 years (relaxable up to 40 years for Government servants) holding a 12th-class pass and meeting skill-test norms of dictation at 80 words per minute for 10 minutes with transcription within 50 minutes (English) or 65 minutes (Hindi) on computer, with a two-year probation. Vacancies arising from deputation, long illness, study leave or similar absence of a year or more may be filled by deputation from Central Government officials holding analogous posts and the prescribed qualifications. Confirmation is considered by a Group 'C' Departmental Confirmation Committee chaired by the zone's Joint Director General of Foreign Trade, and consultation with the Union Public Service Commission is not necessary. The rules bar appointment of persons who have contracted a bigamous marriage, subject to Central Government exemption, and preserve existing reservation and age-relaxation concessions for Scheduled Castes, Scheduled Tribes, Other Backward Classes and ex-servicemen. Short title and commencement. – (1) These rules may be called the Directorate General of Foreign Trade(Stenographer Grade II) Recruitment Rules, 2025. (2)They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in paymatrix. – The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, qualifications, etc. – The method of recruitment to the said post, age-limit, qualifications and other matters relating thereto shall be as specified in columns (5) to (13) of the said schedule. 4. Disqualification. – No person, – (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to Relax. – Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order, for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 6. Saving. – Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
