In exercise of powers under the proviso to article 309 of the Constitution, and in supersession of the Central Civil Accounts Service (Stenographer Group 'C') Recruitment Rules, 2000 insofar as it relates to the post of Stenographer Grade-III, the President made, vide G.S.R. 416(E) dated 18th June 2024 (Ministry of Finance, Department of Expenditure, Controller General of Accounts), the Central Civil Accounts Service, Stenographer Grade-II (Group 'C' Post) Recruitment Rules, 2024, which come into force on the date of publication. The Schedule fixes 55 posts (as of 2024, subject to variation) of Stenographer Grade-II, classified as General Central Service, Group 'C', Non-Gazetted, Ministerial, at Level-4 of the pay matrix (Rs. 25,500-81,100). Recruitment is by direct recruitment through the Staff Selection Commission; the age limit is 18-27 years (relaxable up to 40 years for Government servants), and eligibility requires a 12th class pass plus a skill test (computer dictation at 80 words per minute for 10 minutes, with transcription in 50 minutes for English or 65 minutes for Hindi). Probation lasts two years and includes mandatory induction training of at least two weeks. The Controller General of Accounts may transfer a Stenographer Grade-II between Ministries without affecting seniority. The rules bar appointment of a person who has contracted a bigamous marriage, subject to a Central Government exemption, and preserve reservations and relaxations for Scheduled Castes, Scheduled Tribes, other backward classes and ex-servicemen. CG-DL-E-18072024-255518 EXTRAORDINARY PART II—Section 3—Sub-section (i) 4329 GI/2024 (1) MINISTRY OF FINANCE (Department of Expenditure) (CONTROLLER GENERAL OF ACCOUNTS) NOTIFICATION New Delhi, the 18th June, 2024 G.S.R. 416(E).— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Central Civil Accounts Service (Stenographer Group ‘C’) Recruitment Rules, 2000, in so far as it relates to the post of Stenographer Grade-III except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules to regulate the method of recruitment to the post of Stenographer Grade-II in the Central Civil Accounts Service, namely:- 1. Short title and commencement. - (1) These rules may be called the Central Civil Accounts Service, Stenographer Grade-II (Group ‘C’ Post) Recruitment Rules, 2024. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Number of post, classification and level in pay matrix. - The number of the said post, its classification and level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit, educational qualification, etc. - The method of recruitment, age-limit, qualifications and other matters relating to the said post shall be as specified in columns (5) to (13) of the said Schedule. 4. Liability for service in any part of India. - (1) The Stenographer Grade-II shall be liable to serve in any part of India. (2) The Controller General of Accounts may, if satisfied that it is necessary or expedient in public interest so to do, it may, by order and for reasons to be recorded in writing, transfer the Stenographer Grade-II on request by officer from one Ministry to the other Ministry in the same grade. The transfer of the Stenographer Grade-II in such cases shall not affect his or her seniority in his or her grade. 5. Disqualification. - No person, - (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from operation of this rule. 6. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 7. Savings. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, other backward classes, ex- servicemen and other special categories of persons, in accordance with the orders issued by the Government from time to time in this regard.
