Detailed Summary

S.O. 4682(E), issued by the Ministry of Road Transport and Highways on 15 October 2025, recalls two earlier notifications: S.O. 3032(E) dated 22 June 2018, issued under section 11 of the National Highways Authority of India Act, 1988 (68 of 1988), by which NH-709B (from its junction with NH-9 near Loni, Delhi, through Bagpat, Baraut and Shamli to its junction with NH-344 near Saharanpur, Uttar Pradesh) was entrusted to the National Highways Authority of India (NHAI); and S.O. 6392(E) dated 31 December 2018, issued under sub-section (2) of section 2 of the National Highways Act, 1956 (48 of 1956), which amended the description of NH-709B to start near Akshardham Metro via Geeta Colony, Shastri Park and Khajoori Khas in Delhi. Acting under section 7 of the National Highways Act, 1956, read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008, the Central Government levies a user fee at the Table-1 base rates (fixed for base year 2007-08) for the four-or-more-lane Delhi-Saharanpur Highway section from design chainage Km 0.000 to Km 31.600 of NH-709B, part of the Delhi-Dehradun Economic Corridor. The tollable length is fixed at 158.000 km, being the lesser of the equivalent length (192.106 km, derived from ten times the 17.834 km of structures, including flyovers and a road-over-bridge, plus 13.766 km of net road) and five times the 31.6 km section length. Fees are collected at the Loni Toll Plaza (Km 16+340/16+670, Ghaziabad, Uttar Pradesh, Delhi-Dehradun Economic Corridor Phase-1) and the Katha Toll Plaza (Km 3+520, Baghpat, Uttar Pradesh, Phase-2), with NHAI authorised to collect via its officials or a contractor. Multi-journey passes and overload penalties under rule 10(1A) are also prescribed. The estimated capital cost of the project is Rs. 3,728.88 crore, subject to variation. CG-DL-E-16102025-266962 EXTRAORDINARY PART II—Section 3—Sub-section (ii) 6891 GI/2025 (1) MINISTRY OF ROAD TRANSPORT AND HIGHWAYS NOTIFICATION New Delhi, the 15th October, 2025 S.O. 4682(E).—Whereas by the notification of the Government of India in the Ministry of Road Transport and Highways number F. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 7. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road etc. shall be as per definitions specified in the rules. 8. The fee rates shall be displayed for information of the users in accordance with rules 12 of the said rules. 9. Based on the Base rate of fee per km for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper, each in English and vernacular language accordingly. 10. The estimated capital cost of the project is Rs. 3728.88 Cr. The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting etc. are yet to be completed.
