By notification S.O. 3678(E) dated 12th August 2025, the Ministry of Commerce and Industry, exercising powers under sections 3 and 4 of the Collection of Statistics Act, 2008 (7 of 2009), as amended in 2017 (21 of 2017) and by the Jan Vishwas (Amendment of Provisions) Act, 2023 (18 of 2023), read with rules 5 and 7 of the Collection of Statistics Rules, 2024, directs the collection, through a statistical survey of manufacturing establishments starting July 2025 and continuing until the next base-year revision, of price information for the Wholesale Price Index (WPI, base 2011-12=100, until the new series launches) and price and production information for the new series of WPI, Producer Price Index (PPI) and Index of Industrial Production (IIP, base 2022-23=100, from April 2022). The survey covers the whole of India and applies to owners, occupiers or persons in charge of factories registered under the Factories Act, 1948 and establishments under the Companies Act, 2013 and other listed statutes; data may be furnished in Hindi or English, electronically or otherwise, as notified by each Statistics Officer. The notification appoints named-office Statistics Officers by jurisdiction (Schedule II, Deputy Director Generals of NSO Field Operations Division regional offices), Adjudicating Officers by zone (Schedule III), and an Appellate Authority for all India, the Additional Director General, NSO (FOD) headquarters, Delhi (Schedule IV); it sets out the Statistics Officers' powers to depute officials, issue notices and inspect business records such as invoices, GST bills and balance sheets, the Adjudicating Officer's powers to hold inquiries and impose penalties under section 15A, and the appeal procedure, including a 30-day limitation, fifteen days' notice before hearing, and video-conferencing option. CG-DL-E-13082025-265398 EXTRAORDINARY PART II—Section 3—Sub-section (ii) 5371 GI/2025 (1) MINISTRY OF COMMERCE AND INDUSTRY NOTIFICATION New Delhi, the 12th August, 2025 S.O. 3678(E).— In exercise of the powers conferred by sections 3 and 4 of the Collection of Statistics Act, 2008 (7 of 2009), as amended in 2017 (21 of 2017) and through THE JAN VISWAS (AMENDMENT OF PROVISIONS) ACT, 2023 NO. 18 OF 2023 in 2023, read with rules 5 and 7 of the Collection of Statistics Rules, 2024, the Ministry of Commerce & Industry hereby directs Collection of Price Information for WPI 2011-12 and Price and Production Information for forthcoming series of Wholesale Price Index (WPI)/Producer Price Index (PPI)/Index of Industrial Production (IIP) 2022-23 from manufacturing establishments through a statistical survey, hereinafter referred to as ‘Collection of Price Information for WPI 2011-12 and Price and Production Information for new series of WPI/PPI/IIP 2022-23’ as per the details mentioned in the Schedule – I. 2. The Ministry further appoints the persons as also their assignees in Office, mentioned in the Schedule II as Statistics Officers, Adjudicating Officer in Schedule III and Appellate Authority in Schedule – IV in respect of the geographical units mentioned thereof with reference to the aforesaid direction. Each Statistics Officer, Adjudicating Officer and Appellate Authority shall immediately submit an undertaking in the prescribed format, namely, Form-1 appended to the Collection of Statistics Rules, 2024, to the Additional Director General, Field Operations Division, National Statistical Office, Delhi. 3. The persons authorized by each Statistics Officer, after submission of undertaking in the prescribed format, namely, Form-1 appended to the Collection of Statistics Rules, 2024 to the Statistics Officer, would be engaged in the geographical jurisdiction of the Statistics Officer for verification of information furnished by informants, for inspecting relevant records, and for seeking clarifications, as may be necessary, from informants. In accordance with these duties, each person authorized would carry a photo identity card and a letter of authorization issued by the concerned Statistics Officer. The Statistics Officer shall keep the undertakings of the authorized persons in his safe custody and forward a certificate of having obtained the above undertakings of the Office of the Additional Director General, Field Operations Division, National Statistics Office, Delhi. 4. The statistics collected in schedule for Collection of Price and Production Information for WPI 2011-12 and new series of WPI/PPI/IIP 2022-23 after due verification and scrutiny, will be processed by officials working at the Office of the Economic Adviser, Department for Promotion of Industry and Internal Trade, Ministry of Commerce & Industry. Subject to the Collection of Statistics Act, 2008 as amended in 2017 (21 of 2017) and through THE JAN VISWAS (AMENDMENT OF PROVISIONS) ACT, 2023 NO. 18 OF 2023 in 2023 and the Collection of Statistics Rules, 2024, the unit level data and the reports, generated from the data through statistical techniques, may be kept in custody and disseminated by the Office of the Economic Adviser, Department for Promotion of Industry and Internal Trade to the users within and outside the Government, the States/UTs and the public at large as per extant policy guidelines of the Government. 5. All persons engaged in any activity in respect of collection of statistics, processing of data and dissemination with respect to WPI 2011-12 and WPI/PPI/IIP 2022-23 are governed by the provisions under the Collection of Statistics Act, 2008 as amended in 2017 (21 of 2017) and through THE JAN VISWAS (AMENDMENT OF PROVISIONS) ACT, 2023 NO. 18 OF 2023 in 2023 and the Collection of Statistics Rules, 2024. 6. Following powers have been delegated to the Statistics Officers: (a) A Statistics Officer is empowered to depute/authorize officials to collect statistics in respect of the aforementioned direction, to verify information furnished by informants on the basis of business records and other records and to seek clarifications from any owner or occupier or person in-charge of a factory or establishment or management, as the case may be, at the premises where such records are kept. A Statistics Officer is also empowered to depute/authorize officials under the administrative control of any State Government or Union territory Administration, which is willing to collect statistics from any of those factories/establishment for which the Statistics Officer has not deputed/authorized any official under his administrative control. (b) A Statistics Officer is empowered to give one month notice or for the period deemed fit to each of the informant for furnishing return in the format, specified for the purpose of collection of statistics. (c) A Statistics Officer is empowered to provide to any informant, the facility of furnishing return in electronic form through a web-based application/portal of certain period, to be specified by him in the notice to be issued to the informant. Powers of the adjudicating officer: - An adjudicating officer appointed under section 15A of the Act to hold an inquiry and impose penalty, shall also have the powers to- (i) Call for oral or written evidence on oath or on affidavit from parties including from any other person who has been summoned; (ii) Peruse or inspect relevant documents, records or copies thereof; (iii) Summon and enforce the attendance of any person acquainted with the facts and circumstances of the case. Any appropriate agency including the District Administration shall render such assistance on receiving a reference regarding enforcing the attendance of any person while discharging the duties of the adjudicating officer appointed under the Act. Appeal against the order of adjudicating officer: - (1) The appropriate Government may appoint any of its officers, above the rank of adjudicating officer, as an appellate authority under the provisions of the Act. (2) Whoever aggrieved by the order passed by the adjudicating officer under this Act, may prefer an appeal to the appellate authority, within thirty days from the date of receipt of order, in Form-III. (3) An appeal may be admitted even after the expiry of the period of thirty days if the appellant satisfies the appellate authority that he had sufficient cause for not preferring the appeal within that period. In case the appeal has been preferred against the order of the adjudicating officer, the operation of the order of the adjudicating officer shall be kept in abeyance, till the disposal of the appeal. (4) Whenever, such an appeal is received, the appellate authority shall hold a hearing, either in person or virtual or by any other admissible mode, as may be decided by the appellate authority. (5) The appellate authority shall issue a notice of hearing to the parties, including persons acquainted with the facts and circumstances of the case, by name, date, venue and mode of hearing, along with the relevant documents of the receipt on appeal, at least fifteen days before the scheduled date of hearing. (6) The notice of hearing may also provide for submission of written communication, which may be relevant for deciding the appeal, by the parties, if they so desire at least five days before the date of hearing. (7) The notice of hearing shall be served in the following modes, namely: - (i) By speed post or registered post; (ii) By electronic mail in case electronic address is available; and proof of deliveries shall be kept on the record of the case file. (8) The parties may be present in person or through his duly authorized representative by the specified mode of hearing as decided by the appellate authority including video conferencing, if the facility of video conferencing is available, at the time of hearing of the case. (9) The appellate authority may, after giving the parties to the appeal an opportunity of being heard, pass such order as he may think fit. SCHEDULE-I Subject and purpose for collection of statistics: 1. Statistics relating to Basic Price/Ex-factory price, Purchaser’s Price and Production from organized manufacturing establishment comprising activities related to manufacturing processes, repair, gas and water supply and cold storage is collected through monthly survey for WPI (2011-12=100) and new series of WPI/PPI/IIP (2022-23=100). Geographical area for collection of Statistics: 2. The Collection of Price Information for WPI 2011-12 and Price and Production Information for new series of WPI/PPI/IIP 2022-23 is conducted in the whole of India. Method of Data collection: 3. A Notice will be issued by each Statistics Officer to Informants under his jurisdiction, indicating therein the data by which, the officer or Office to whom, the units for which, and the formats and the manner in which information is required to be furnished, including submission of information in electronic from through a web based application/portal designed for the purpose and made available to informants up to a certain date, specified in the notice. Nature of informants for whom data may be allowed: 4. The informants are owners or occupiers or persons in-charge, of factories registered under the Factories Act, 1948 or of establishments register under may of the following Acts/Boards/Authority viz, Companies Act, 2013, Shops and Commercial Establishments Act, Societies Registration Act, Cooperative Societies Act, Khadi and Village Industries Board, Directorate of Industries (District Industries Centre) who would be issued notice by Statistics Officer for furnishing information under the aforementioned direction. 5. A Statistics Officer may require furnishing of consolidation information in respect of two or more factories or establishments under a single management operating within a State or Union Territory, in case information is not separately available for individual factories or establishments, through a notice issued to the concerned owner or occupier or person in-charge of the management. Period during which collection of statistics may be completed: 6. The Survey will start from July, 2025 and continue till next base year revision. Reference period: 7. Information is required to be furnished for: (a) WPI (Base 2011-12=100) till the launch of the new series of WPI. (b) WPI/PPI/IIP (Base 2022-23=100): Monthly price data starting from April 2022 till the next revision of the base year. Nature of information to be collected: 8. The information required relate to Basic Price/Ex-factory price, Purchaser’s Price and Production data from organized manufacturing establishment. Language in which information is to be furnished by informant: 9. An informant shall furnish information is to be prescribed formats, either in Hindi or in English. Obligation of informant: 10. An owner or occupier or person in-charge of a factory or establishment or management, as the case may be, shall furnish information in the manner and by the date mentioned in the notice received by him from the concerned Statistics Officer. He should also furnish relevant records for inspection, and answer question in relation to the information sought, as maybe required by the Statistics Officer or a person authorized by him. Nature of business records and other records which may be inspected: 11. Business records of a unit, such as invoices/GST bill (comprising of CGST, SGST, IGST and e-way bills) and balance sheets or any other document in support of the information furnished may be inspected by the Statistics Officer or a person authorized by him. The Manner of inspection: 12.
