The Schedule sanctions 62 posts (2024), classified as General Central Service, Group 'C', Non-Gazetted, Ministerial, in Level 2 of the pay matrix (Rs. 19,900-63,200). Direct recruits must be aged 18 to 27 years (relaxable to 40 for departmental candidates), hold a 12th-class pass from a recognised Board, and type at 35 words per minute in English or 30 words per minute in Hindi (10,500/9,000 key depressions per hour). Recruitment is 100% by direct recruitment through the Staff Selection Commission, failing which by deputation (including short-term contract) of Central or State Government, Union Territory, autonomous, statutory, PSU or university officers holding an analogous post or with three years' service in Level-1, subject to the same qualifications as direct recruits; the deputation period ordinarily may not exceed three years and the maximum age for deputation is 56 years. Probation for the post is two years. The rules bar appointment of persons who have contracted a bigamous marriage, subject to Central Government exemption, and preserve reservations and age relaxations for Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-Servicemen and other special categories. The Departmental Promotion Committee for confirmation comprises a Group 'A' Director, an Assistant Director General/Assistant Divisional Engineer Telecom, and an Assistant Director/Sub-Divisional Engineer of the Department of Telecommunications; Union Public Service Commission consultation is not applicable. CG-DL-E-09122024-259273 EXTRAORDINARY PART II—Section 3—Sub-section (i) 7955 GI/2024 (1) MINISTRY OF COMMUNICATIONS (Department of Telecommunications) NOTIFICAION New Delhi, the 9th December, 2024 G.S.R. 759(E).—In exercise of the powers conferred by the proviso to article 309 of the Constitution, the President hereby makes the following rules regulating the method of recruitment to the post of Lower Division Clerk (LDC) in the Department of Telecommunications, namely:- 1. Short title and Commencement. – (1) These Rules may be called the Department of Telecommunications, Lower Division Clerk (LDC) Group ‘C’ posts Recruitment Rules, 2024. (2) They shall come into force on the date of their publication in the official Gazette. 2. Number of posts, classification and level in the pay matrix. - The number of the said post, its classification and the level in the pay matrix attached thereto shall be as specified in Columns (2) to (4) of the Schedule annexed to these rules. 3. Method of recruitment, age-limit and other qualifications, etc.. - The method of recruitment to the said post, age-limit, qualifications and other matters relating to the said posts shall be as specified in Columns (5) to (13) of the said Schedule. 4. Disqualification. - No person, – (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such a marriage is permissible under personal law applicable to such person and other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 5. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient to do so, it may, by order, and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category or persons. 6. Savings. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, Ex-Servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
