NOTIFICATION
New Delhi, the 4th November, 2025
S.O. 5029(E).— Whereas by the following notifications of the Government of India in the Ministry
of Road Transport and Highways issued under Section 11 of the National Highways Authority of India Act
1988 (68 of 1988), the Central Government has entrusted the following stretches to the National Highways
Authority of India (hereinafter referred to as the “Authority”) :-

Now, therefore, in exercise of the powers conferred by section 7 of the National Highways Act, 1956 (48
of 1956), read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules,
2008 (hereinafter referred to as the “rules”) and in supersession of the Gazette Fee Notification published
vide S.O. 476 (E) dated 19.02.2014, the Central Government hereby levies the fee on the type of vehicles
specified in column (1) of the Table 1 below at the base rate specified in columns (2) of the Table 1 for net
road section length of 23.455 km (Table-2A) & for equivalent length of structures (having more than 60m
length) of 42.457 Km [having total length of 4.245 Km, (Table-2B)] for use of four or more lane of Delhi
to Kherki Daula fee plaza (Gurgaon) from Km. 14.300 to km. 42.000 of NH-48 (Old NH No.8) in the State
of Delhi & Haryana and at the base rate specified in column (2) of the Table-1 for the equivalent length of
149.83 Km [having total length of 29.966 Km, (Table-3) for use of 8 lane of NH 248BB from Km 0.800 to
Km 28.460 in the State of Delhi & Haryana and authorises the Authority to collect, either through its
officials or through a contractor, the said fee, namely:-

1. The fee to be levied and collected hereunder shall be due and payable at the Fee Plaza for the length
and net road length of Delhi-Gurugram Section of NH-48 specified for such Fee Plaza(s), namely: -

2. In addition to above, the following fee shall also be due and payable for the use of the following
structures having length more than 60m at the following Fee Plaza(s), by converting the length of structures
into an equivalent length of highway by multiplying the length of such structures by an equalisation factor
of 10 for Delhi-Gurgaon Section of NH-48:-

3. The fee to be levied and collected hereunder shall be due and payable at the Fee Plaza for the length
and net road length of NH-248BB by converting the length into an equivalent length of highway based on
following capping formula specified for such Fee Plaza(s), namely: -

4. When driver or owner or person in charge of mechanical vehicle travels continuously in the same
direction through both Kherki Daula Fee Plaza and Bijwasan Fee Plaza within a 24-hour period, the
following provision shall apply to prevent duplicate/extra fee:-

In both cases, the adjustment of user fee shall be facilitated through the electronic toll collection system
(such as FASTag) or any other mechanism as may be prescribed by the Authority. In the absence of a
verifiable electronic transaction record of payment made at the first Fee Plaza crossed during such journey,
the user fee shall be levied independently at both the Kherki Daula Fee Plaza and the Bijwasan Fee Plaza in
accordance with the applicable rates. This provision shall apply only to uninterrupted travel in the same
direction within a twenty-four-hour window and shall not apply to return journeys, reverse direction travel,
or looped trips involving re-entry into the same Fee Plaza.
5. A. The rate of monthly pass for a person who owns a mechanical vehicle registered for non-
commercial purposes and resides within a distance to twenty kilometers from the Bijwasan Fee Plaza or the
Kherki Daula Fee Plaza, as the case may be is Rs.340.00 (Rupees Three Hundred and Forty Only) for the
year 2025-26 and is subject to revision every year as per the provision of the said rules.
Explanation: Monthly passes issued under this clause shall be applicable only for the specific Fee Plaza for
which they are purchased and shall not be interchangeable between the Bijwasan Fee Plaza and the Kherki
Daula Fee Plaza. The provisions related to Return Journey and Fee Adjustment shall not apply to users
availing the monthly pass under this clause.
B. It is to be noted that the a crossing through either Fee plaza shall be considered as one crossing
under pass issued as per the provision of GSR 388 dated 17.06.2025 E Gazette Publication. For avoidance
of doubt, a user crossing both Fee plaza in a single journey shall be considered as two crossings. The
provisions related to Return Journey and Fee Adjustment shall not apply to users availing the pass under
this clause.
6. For multiple journeys on the highway section, passes shall be issued at the following rates, namely:

Note: Journeys not covered under the conditions specified above, including those where the Bijwasan Fee
Plaza is crossed during the onward journey and the Kherki Daula Fee Plaza is crossed during the return
journey without satisfying the return pass criteria, shall be charged independently at each Fee Plaza as per
the applicable one-way rates.
7. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the
district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no
service road or alternative road is available for use of such commercial vehicles.
8. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of
permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on
the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of
the said rules, and shall not be entitled to make use of the highway section unless the excess load has been
removed from such mechanical vehicle.
9. All definitions including category of mechanical vehicles, its permissible load, category of
exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules.
10. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said
rules.
11. Based on the base rate of fee per kilometre for the base year 2007-08 as mentioned in Table-1
above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be
calculated by the Authority on the basis of the completed length of the section and revised annually in
accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in
English and vernacular language.
12. The estimated capital cost of the project is Rs. 10,955.24 Cr. (Rs. 1521.87 Cr. for NH-48 & Rs.
9433.35 Cr. for NH 248 BB). The capital cost is subject to variation as the activities of land acquisition,
utility shifting, tree cutting, etc. are yet to be completed. Authority shall maintain a record of the recovery
of capital cost through user fee realised.
