Detailed Summary

By notification S.O. 5029(E) dated 4th November 2025, issued under section 7 of the National Highways Act, 1956 (48 of 1956) read with rule 3 of the National Highways Fee (Determination of Rates and Collection) Rules, 2008, and superseding the earlier fee notification S.O. 476(E) dated 19.02.2014, the Central Government levies a fee and authorises the National Highways Authority of India (NHAI), entrusted with these stretches by notifications S.O. 515(E) dated 03.02.2021, S.O. 239(E) dated 24.03.1998 and S.O. 660(E) dated 27.09.1996, to collect it through its officials or a contractor. Base rates for 2007-08 (Table-1) range from Rs. 0.65/km for cars, jeeps, vans and light motor vehicles to Rs. 4.20/km for oversized vehicles (seven or more axles), with intermediate rates for light commercial/goods vehicles and mini buses (Rs. 1.05), two-axle buses/trucks (Rs. 2.20), three-axle vehicles (Rs. 2.40) and heavy construction/multi-axle vehicles (Rs. 3.45). The fee applies at 100% of these rates for four-or-more-lane use of a 23.455 km net road length plus 4.245 km of structures (including the RTR, Mahipalpur, Rajokari, Udhyog Vihar, Iffco Chowk, Rajeev Chowk and Hero Honda flyovers), converted to a 42.45 km equivalent length, at the Kherki Daula Fee Plaza (Km 42, NH-48/old NH-8, Gurgaon district); and at 100% of these rates for eight-lane use of a 149.83 km equivalent length (from an actual 29.966 km including tunnels, a road-under-bridge and flyovers) at the Bijwasan Fee Plaza (Km 9+045, NH-248BB, South West Delhi district). It sets rules preventing double payment for vehicles crossing both plazas within 24 hours, a monthly pass of Rs. 340 for 2025-26 for non-commercial vehicle owners residing within 20 km of a plaza (per GSR 388 dated 17.06.2025), multi-journey pass rates, a 50% fee reduction for local commercial vehicles where no service or alternative road exists, a penalty under rule 10(1A) for overloaded vehicles, annual fee revision under rule 5, and display of rates under rule 12. The estimated capital cost of the project is Rs. 10,955.24 crore (Rs. 1,521.87 crore for NH-48 and Rs. 9,433.35 crore for NH-248BB). When driver or owner or person in charge of mechanical vehicle travels continuously in the same direction through both Kherki Daula Fee Plaza and Bijwasan Fee Plaza within a 24-hour period, the following provision shall apply to prevent duplicate/extra fee:- | Table-4 | | |---|---| | Provision | Applicability for users | | Crossing Kherki Daula Fee Plaza First | - Pay the applicable fee at Kherki Daula Fee Plaza - When crossing Bijwasan Fee Plaza, pay only the differential amount, which is the difference between the applicable fee at Bijwasan Fee Plaza and the fee already paid by user(s) at Kherki Daula Fee Plaza. | | Crossing Bijwasan Fee Plaza First | - Pay the applicable fee at Bijwasan Fee Plaza - When crossing Kherki Daula Fee Plaza in the same direction, no additional fee is payable | In both cases, the adjustment of user fee shall be facilitated through the electronic toll collection system (such as FASTag) or any other mechanism as may be prescribed by the Authority. In the absence of a verifiable electronic transaction record of payment made at the first Fee Plaza crossed during such journey, the user fee shall be levied independently at both the Kherki Daula Fee Plaza and the Bijwasan Fee Plaza in accordance with the applicable rates. This provision shall apply only to uninterrupted travel in the same direction within a twenty-four-hour window and shall not apply to return journeys, reverse direction travel, or looped trips involving re-entry into the same Fee Plaza. 5. A. The rate of monthly pass for a person who owns a mechanical vehicle registered for non- commercial purposes and resides within a distance to twenty kilometers from the Bijwasan Fee Plaza or the Kherki Daula Fee Plaza, as the case may be is Rs.340.00 (Rupees Three Hundred and Forty Only) for the year 2025-26 and is subject to revision every year as per the provision of the said rules. Explanation: Monthly passes issued under this clause shall be applicable only for the specific Fee Plaza for which they are purchased and shall not be interchangeable between the Bijwasan Fee Plaza and the Kherki Daula Fee Plaza. The provisions related to Return Journey and Fee Adjustment shall not apply to users availing the monthly pass under this clause. B. It is to be noted that the a crossing through either Fee plaza shall be considered as one crossing under pass issued as per the provision of GSR 388 dated 17.06.2025 E Gazette Publication. For avoidance of doubt, a user crossing both Fee plaza in a single journey shall be considered as two crossings. The provisions related to Return Journey and Fee Adjustment shall not apply to users availing the pass under this clause. 6. Fee for commercial vehicle (excluding vehicles plying under National permit) registered in the district where the fee plaza falls shall be 50% of the specified rate for that category of vehicle provided no service road or alternative road is available for use of such commercial vehicles. 8. The driver or owner or a person in charge of a mechanical vehicle which is loaded in excess of permissible load specified for its category, shall be liable to pay fee for entering the overloaded vehicle on the National Highway to the fee collecting agency, equal to the fee specified in sub-rule 1A of rule 10 of the said rules, and shall not be entitled to make use of the highway section unless the excess load has been removed from such mechanical vehicle. 9. All definitions including category of mechanical vehicles, its permissible load, category of exempted vehicles, service road, alternative road, etc. shall be as per definitions specified in the said rules. 10. The fee rates shall be displayed for information of the users in accordance with rule 12 of the said rules. 11. Based on the base rate of fee per kilometre for the base year 2007-08 as mentioned in Table-1 above, the actual amount of fee to be charged from the mechanical vehicles and the discounts will be calculated by the Authority on the basis of the completed length of the section and revised annually in accordance with the rule 5 of the said rules and the same shall be published in at least one newspaper in English and vernacular language. 12. The estimated capital cost of the project is Rs. 10,955.24 Cr. (Rs. 1521.87 Cr. for NH-48 & Rs. 9433.35 Cr. for NH 248 BB). The capital cost is subject to variation as the activities of land acquisition, utility shifting, tree cutting, etc. are yet to be completed.
