By S.O. 4799(E) dated 31 August 2026, the Central Government, exercising powers under sub-section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) and pursuant to its earlier notification S.O. 1533(E) dated 14 September 2006, reconstitutes the Union Territory Level Environment Impact Assessment Authority (UTEIAA), Puducherry, with Dr. M. Dwarakanath as Chairman, Dr. V. Ravitchandirane (Kanchi Mamunivar Government Institute) as Member, and the Director, Department of Science, Technology and Environment, Government of Puducherry, as Member-Secretary, each to hold office for four years from the date of publication. The Authority is to decide unanimously where possible, or by majority with recorded minutes sent to the Central Government, based on recommendations of the Union Territory Level Expert Appraisal Committee (UTEAC), which the notification also reconstitutes with nine members chaired by Dr. K. Srinivasmoorthy (Pondicherry University) and including academics from Pondicherry University, Puducherry Technological University, and a Chennai-based member, with the Senior Scientific Officer, Department of Science, Technology and Environment, Government of Puducherry, as Member-Secretary, also for a four-year term. Both bodies must follow the procedures in the 2006 notification, observe conflict-of-interest safeguards (declaring consulting affiliations and recusing from projects involving prior consultancy in the preceding five years), and be supported by a Secretariat agency to be notified by the Union Territory of Puducherry, which will also fix sitting fees, travelling and dearness allowances under its own rules. CG-DL-E-07092026-276021 EXTRAORDINARY PART II—Section 3—Sub-section (ii) 6663 GI/2026 (1) MINISTRY OF ENVIRONMENT, FOREST AND CLIMATE CHANGE NOTIFICATION New Delhi, the 31st August, 2026 S.O. 4799(E).— In exercise of the powers conferred by sub-section (3) of section 3 of the Environment (Protection) Act, 1986 (29 of 1986) and in pursuance of the notification of the Government of India, in the erstwhile Ministry of Environment and Forests, number S.O. 1533(E), dated the 14th September, 2006 (hereinafter referred to as the said notification), the Central Government, hereby constitutes the Union Territory Level Environment Impact Assessment Authority, Puducherry (hereinafter referred to as the Authority) comprising of the following Members, namely:− | Sl. The Chairman and Members of the Authority shall hold office for a period of four years from the date of publication of this notification in the Official Gazette. 3. The Authority shall exercise the powers and follow the procedures as specified in the said notification. 4. The Authority shall take its decision on the recommendations of the Union Territory Level Expert Appraisal Committee constituted under paragraph 6 of this notification. 5. All decisions of the Authority shall be taken in a meeting and shall be unanimous: Provided that, in case a decision is taken by majority, the details of views, for and against it, shall be clearly recorded in the minutes and a copy thereof sent to the Central Government. 6. The Central Government, in consultation with the Union Territory of Puducherry, for the purpose of assisting the Authority, hereby constitutes the Union Territory Level Expert Appraisal Committee of Puducherry (hereinafter referred to as the Committee), comprising of the following Members, namely:− | Sl. The Chairman and Members of the Committee shall hold office for a period of four years from the date of publication of this notification in the Official Gazette. 8. The Committee shall exercise such powers and follow such procedures as specified in the said notification. 9. The Committee shall function on the principle of collective responsibility and the Chairman shall endeavour to reach a consensus in each case, and if consensus cannot be reached, the view of the majority shall prevail. 10. In order to avoid any conflict of interest,− (i) the Chairman and Members of the Authority and the Chairman and Members of the Committee shall,− (a) declare as to which consulting organisation they have been associated with and also the project proponents; and (b) not undertake any consultation or associate with regard to preparation of environment impact assessment and environment management plan for a project, which is to be decided by the Authority or to be appraised by the Committee during their tenure; and (ii) if the Chairman or any Member of the Authority or the Committee has provided consultancy services or conducted environment impact assessment studies for any project proponent during the preceding five years, in that situation they shall recuse themselves from the meetings of the Authority or the Committee in the process of appraisal of any project being proposed by such proponents. 11. Union Territory of Puducherry shall notify an agency to act as Secretariat for the Authority and the Committee. The Secretariat shall provide financial and logistic support including accommodation, transportation and such other facilities in respect of its statutory functions under the said notification. 12. The sitting fees, travelling allowances and dearness allowances to the Chairman and Members of the Authority and the Chairman and Members of the Committee, shall be paid in accordance with the provisions of relevant rules of the Union Territory of Puducherry.
