The Central Electricity Authority (CEA), Ministry of Power, had earlier granted prior approval under Section 68(1) of the Electricity Act, 2003 vide letter CEA-PS-11-21/1/2021-PSPA-I Division-I/25667/2023 dated 11.01.2023; the applicant published notices in Trinity Mirror (English, 11.05.2023), Dakshin Bharat Rashtramat (Hindi, 01.05.2023), Makkaal Kural (Tamil, 28.04.2023) and the Weekly Gazette of India (17.06.2023), and no objections were received within two months, as declared in an affidavit dated 13.10.2023. The line passes through villages in Dharapuram and Tiruppur areas of Tamil Nadu. The approval is granted for 25 years, subject to conditions including consent from local bodies, Railways, National Highways and State Highways before erection, compliance with Appropriate Commission regulations under the Electricity Act, 2003, operation only after approval of the Electrical Inspector/Chief Electrical Inspector of the Central Government, and submission of clearances (Civil Aviation, Defense, etc.) to the Central Electricity Authority. 7491 GI/202 3 (1) EXTRAORDINARY PART II —Section 3 —Sub-section ( ii) PUBLISHED BY AUTHORITY No. 4933] NEW DELHI, MONDAY, DECEMBER 4, 2023/AGRAHAYANA 13 , 194 5 CG-DL-E-05122023-250421 MINISTRY OF POWER ORDER New Delhi, the 1st December , 2023 S.O. 5 158(E).—Whereas M/s JSW Renew Energy Limite d, having its registered office at JSW Centre, Bandra Kurla Complex, Bandra East, Mumbai, Maharashtra – 400051, India, has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line under “Transmission system for providing connectivity to M/s JSW Renew Energy Limited for its 270 MW Wind Power Plant in Tiruppur, Tamil Nadu”. And whereas, Central Electricity Authority (CEA), Ministry of Power, Government of India vide its letter CEA -PS-11-21/1/2021 -PSPA -I Division -I/25667/2023 dated 11.01.2023 had granted prior approval under section 68(1) of the Electricity Act, 2003 for the overhead line covered under “Transmission system for providing connectivity to M/s JSW Renew Energy Limited for its 270 MW Wind Powe r Plant in Tiruppur, Tamil Nadu”. M/s JSW Renew Energy Limited has published notice for transmission scheme in local newspapers Trinity Mirror (in English) dated 11.05.2023, Dakshin Bharat Rashtramat (in Hindi) dated 01.05.2023, Makkaal Kural (in Tamil) da ted 28.04.2023 and in Weekly Gazette of India dated 17.06.2023 for the general public to make observations/representations on the proposed transmission route within 2 Months from the date of publication. Subsequently, M/s JSW Renew Energy Limited has submi tted an affidavit dated 13.10.2023 declaring that no observation/representation was received within 2 Months from the date of Publication in the official gazette of Government of India. And now the applicant has requested to confer upon him, all the power s under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained for laying of electric line under “Transmission system for providing connectivity to M/s JSW Renew Energy Limited for its 270 MW Wind Power Plant in Tiruppur, Tamil Nadu”. The following overhead line is covered under this scheme: o 230 kV Single circuit line stringing on Double circuit tower from JSW Renew Energy Limited generation switchyards to Karur PS (ISTS Substation). The transmission line covered under the above scheme will pass through, over, around and between the following villages, towns and cities of Tamil Nadu: Name of Villages Tehsil District Gurunathankottai, Yellappalaiyam, Otappalayam, Tottiyampalaiyam, Puliympatti, Vattakkalivalasu, Sanarpalaiyam, Nattapalaiyam, Kulandaikavundanvalasu, Valliyappankavundava lasu, Nainakavundanvalasu, Nainakavundanvalasu, Periyannakavundanvalasu, Ayyampalaiyam, Kollapatti, Nochikattuvalasu, Peramiyam, Illaiyampatti , Molakkavundanpudur, Kumarakavundanvalasu, Kottaimulanu, Nallikavundanpalaiyam, Mallipatti, Pammipalaiyam, Thulukkavalasu, Chinniyakavundanvalasu, kumaraswamikottai, M.Kollapatti, Mambadi, Thurampadi, Vettukadu privu, Mettur colony, Vanjipalaiyam, Dharapuram Tiruppur Tottampalaiyam, Nallikavundanpalaiyamcolony, Kumarrayyapalaiyam, Mettupatti, Vanjivalasu, Kottaimulanurcolony, Uttama kavundanvalasu, Karaivalasu, Parakkadai, Tulukkavalasu, Akkaraipalayam, Nadhampalayam. Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity Act, 2003, confers all the powers to M/s JSW Renew Energy Limited for laying above overhead line, which telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts for the purposes of a telegraph established or maintained, by Govern ment or to be established or maintained subject to following terms and conditions for installing the above mentioned line, namely: i. The approval is granted for 25 years. ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local b odies, Railways, National Highways, State Highways etc. before erection of proposed line. iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government. v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made ther e under by the applicant. vi. M/s JSW Renew Energy Limited shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical Inspectio n.
