G.S.R. 243(E), dated 5th April 2024, supersedes the Ministry of Home Affairs, National Crime Records Bureau, Crime Records, Administration and Training Division, Group 'C' posts Recruitment Rules, 2014, insofar as they relate to Sub-Inspector (General), Head Constable (General), Sub-Inspector (Motor Transport) and Head Constable (Driver), and enacts corresponding new 2023 recruitment rules for these four posts, effective from the date of publication. The Schedule specifies: Sub-Inspector (General) — 10 posts, Level-5 pay matrix (Rs. 29,200-92,300), 50% by promotion from Head Constable (General), Level-4, with five years' regular service, failing which by deputation, and 50% by deputation, failing which by re-employment of Ex-servicemen (two years' probation for Ex-servicemen); Sub-Inspector (Motor Transport) — 1 post, Level-5, by promotion from Head Constable (Driver), Level-4, with five years' service, failing which by deputation; Head Constable (General) — 5 posts, Level-4 (Rs. 25,500-81,100), by promotion from Constable, Level-3, with five years' service, failing which by deputation; Head Constable (Driver) — 13 posts, Level-4, by promotion from Constable, Level-3, with five years' service and a valid driving licence, failing which by deputation, failing which by re-employment of Ex-servicemen (two years' probation for Ex-servicemen). Deputation eligibility requires analogous regular service and specified experience (administration/procurement for General and Motor Transport posts, or a valid driving licence for Driver posts), with deputation tenure ordinarily capped at three years and a maximum age of 56 years. Departmental Promotion and Confirmation Committees are chaired by the Deputy Director, NCRB, with two Assistant Directors, NCRB, as members; UPSC consultation is not required. The rules bar appointment of persons who have contracted a bigamous marriage (subject to exemption) and preserve existing reservation and age-relaxation concessions for Scheduled Castes, Scheduled Tribes, Other Backward Classes, Ex-servicemen and other special categories. CG-DL-E-05042024-253571 EXTRAORDINARY PART II—Section 3—Sub-section (i) 2434 GI/2024 (1) MINISTRY OF HOME AFFAIRS NOTIFICATION New Delhi, the 5th April, 2024 G.S.R. 243(E).— In exercise of the powers conferred by the proviso to article 309 of the Constitution and in supersession of the Ministry of Home Affairs, National Crime Records Bureau, Crime Records, Administration and Training Division, Group ‘C’ posts Recruitment Rules, 2014, in so far as they relate to the posts of Sub- Inspector(General), Head Constable(General), Sub-Inspector (Motor Transport) and Head Constable(Driver), except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Sub-Inspector(General), Sub-Inspector(Motor Transport), Head Constable(General) and Head Constable(Driver) in the National Crime Records Bureau, Crime Records, Administration and Training Division, Ministry of Home Affairs, namely:- 1. Short title and commencement. - (1) These rules may be called the Ministry of Home Affairs, National Crime Records Bureau, Crime Records, Administration and Training Division, Sub-Inspector(General), Sub- Inspector(Motor Transport), Head Constable(General) and Head Constable(Driver), Group ‘C’ Posts, Recruitment Rules, 2023. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Application. - These rules shall apply to the posts as specified in column (1) of the Schedule annexed to these rules. 3. Number of posts, classification and level in pay matrix. - The number of the said posts, their classification and the level in the pay matrix attached thereto shall be as specified in columns (2) to (4) of the said Schedule. 4. Method of recruitment, age - limit, qualifications, etc. - The method of recruitment, age- limit, qualifications and other matters relating to the said posts shall be as specified in columns (5) to (13) of the said Schedule. 5. Disqualification. - No person, - (a) Who has entered into or contracted a marriage with a person having a spouse living; or (b) Who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said posts: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 6. Powers to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing, relax any of the provisions of these rules with respect to any class or category of persons. 7. Saving. - Nothing in these rules shall affect reservation, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, the Other Backward Classes, the Ex-servicemen and other special categories of persons in accordance with the orders issued by the Central Government from time to time in this regard.
