Issued by the Ministry of Commerce and Industry, Department of Commerce, Directorate General of Foreign Trade (DGFT), as Notification No. 39/2025-26 (S.O. 4522(E)) dated 3rd October 2025, in exercise of powers under Section 3 read with Section 5 of the Foreign Trade (Development & Regulation) Act, 1992, and paragraphs 1.02 and 2.01 of the Foreign Trade Policy, 2023. The notification amends Notification No. 62/2024-2025 dated 10.03.2025, with immediate effect, in respect of the export policy condition for rice (Basmati and Non-Basmati) under ITC(HS) codes 1006 2000, 1006 3011, 1006 3019, 1006 3091, 1006 3099 and 1006 4000 (Non-Basmati Rice) and 1006 3012, 1006 3092 (Basmati Rice). Export of these rice categories to European Union member states and to the United Kingdom, Iceland, Liechtenstein, Norway and Switzerland remains permitted subject to a Certificate of Inspection issued by the Export Inspection Council/Export Inspection Agency. For the remaining European countries, this Certificate of Inspection requirement is made non-mandatory for a period of six months from the date of the notification, i.e., until 02.04.2026.
