By S.O. 1478(E) dated 27 March 2025, issued under sub-para 3.2 of Para 3 of the Guidelines circulated under section 63 of the Electricity Act, 2003 (No. 36 of 2003), and on the recommendations of the 28th meeting of the National Committee on Transmission, the Ministry of Power notifies two inter-state transmission schemes to be developed under the Tariff-Based Competitive Bidding (TBCB) mode, each with its designated Bid-Process Coordinator (BPC). The first scheme, the Transmission System for Kurnool-IV Renewable Energy Zone Phase-II (3 GW) with BPC PFC Consulting Limited, comprises augmenting the Kurnool-IV pooling station with 400/220 kV and 765/400 kV inter-connecting transformers and associated bays, new 220 kV and 400 kV line bays for renewable-generation connectivity, establishment of a 4x1500 MVA 765/400 kV Shadnagar station with 765 kV bus reactors, a LILO of the Kurnool-IV-Bidar 765 kV double-circuit line at Shadnagar (about 50 km), and 400 kV quad double-circuit lines from Shadnagar to TGTRANSCO's Shadnagar and Kethiredipally stations (about 50 km and 60 km respectively), on a tentative implementation timeframe progressively from 24 to 30 months from SPV transfer. The second scheme, the Transmission System for Integration of Ananthapuram-II Renewable Energy Zone Phase-II (3 GW) with BPC REC Power Development and Consultancy Limited, comprises similar augmentation of the Ananthapuram-II pooling station, establishment of a 3x1500 MVA 765/400 kV CN'Halli station, a 765 kV double-circuit line between Ananthapuram-II and CN'Halli (about 180 km) with bus reactors, and LILO arrangements on the Talaguppa-Neelmangala 400 kV line at CN'Halli and Hassan (about 25 km each), on the same 24-to-30-month timeframe. Bid-Process Coordinators must ensure Right-of-Way optimisation per the Central Electricity Authority's Committee report dated 24 September 2024, and the route must be finalised after validation on the PM Gati Shakti portal and physical survey.
