The Central Government amends the Plant Quarantine (Regulation of Import into India) Order, 2003, through the Seventh Amendment Order, 2026, adding new plant species entries and import conditions to Schedule VI.

Detailed Summary

In exercise of the powers conferred by sub-section (1) of section 3 of the Destructive Insects and Pests Act, 1914 (2 of 1914), the Central Government (Ministry of Agriculture and Farmers Welfare, Department of Agriculture and Farmers Welfare) issued S.O. 4770(E) dated 25th August 2026, further amending the Plant Quarantine (Regulation of Import into India) Order, 2003 (originally published vide S.O. 1322(E) dated 18th November 2003) through the Plant Quarantine (Regulation of Import into India) (Seventh Amendment) Order, 2026, which comes into force on the date of its publication in the Official Gazette. The amendment revises Schedule VI: against Serial Number 17 ('Alnus sp.'), it inserts a new sub-entry (ii) for Alnus nepalensis (timber wood) from Bhutan; against Serial Number 190 ('Lagerstroemia sp.'), sub-entry (ii) for Lagerstroemia parviflora (timber wood) from Bhutan; against Serial Number 433, sub-entry (ii) for Acacia catechu (Khari) (timbers/wood with or without bark) from Bhutan; and it adds fourteen new serial numbers (794 to 807) for further timber species from Bhutan, including Acrocarpus fraxinifolius, Altingia excelsa, Betula utilis, Beilschmiedia roxburghiana, Castanopsis hystrix, Cupressus cashmeriana, Duabanga grandiflora, Exbucklandia populnea, Engelhardia spicata, Populus ciliata, Schima wallichii, Syzigium cumini, Tetrameles nudiflora and Toona ciliata. For the newly added Serial Number 794 (Acrocarpus fraxinifolius), the special condition prescribed is fumigation with methyl bromide at 48 g/m3 for 24 hours at 21°C and above, or equivalent heat treatment at 56°C core temperature for 30 minutes, or any other treatment approved by the Plant Protection Adviser to the Government of India, endorsed on the Phytosanitary Certificate issued at the country of origin or re-export.
