Order S.O. 5405(E) dated 25th November 2025, issued by the Ministry of Power, records that M/s Juniper Green Energy Limited (formerly Juniper Green Energy Private Limited), registered at 1103A & 1103B, 11th Floor, Hemkunt Chamber, 89 Nehru Place, New Delhi-110019, applied under Section 164 of the Electricity Act, 2003 for authorisation to lay an overhead transmission line under the scheme 'Transmission system for providing connectivity to M/s Juniper Green Energy Limited for its 300 MW Wind Power Plant in Devbhumi Dwarka, Gujarat', for which prior approval under Section 68(1) of the Electricity Act, 2003 had been granted vide Ministry letter No. 25-17/23/2025-PG dated 14.02.2025. Public notice of the scheme was published in Indian Express (English, 30.03.2025), Rajasthan Patrika (Hindi, 30.03.2025), Nobat (Gujarati, 31.03.2025), Divya Bhaskar (Gujarati, 30.03.2025) and the Weekly Gazette of India (03.05.2025); per the applicant's affidavit dated 13.10.2025, one public observation was received, resolved, and an NOC obtained from the complainant, with no other observations received within two months of publication. The line -- the JGEL to Jam Khambhaliya PS 220 kV single-circuit line (on double-circuit tower), roughly 80 km in total -- passes through numerous villages in the Khambhaliya, Kalyanpur and Dwarka tehsils of Devbhumi Dwarka district, Gujarat, listed in the order. The Ministry of Power confers upon the applicant, for 25 years, all powers under Section 164 of the Electricity Act, 2003 that a telegraph authority possesses under the Indian Telegraph Act, 1885 for placing lines and posts, subject to conditions including obtaining consent of local bodies, Railways and Highway authorities before erection, complying with Appropriate Commission regulations under the Electricity Act, 2003, operating the line only after approval of the Electrical Inspector/Chief Electrical Inspector, submitting clearances from Civil Aviation, Defence and other authorities to the Central Electricity Authority, and, where the route falls within Great Indian Bustard (GIB) habitat, complying with the Supreme Court's orders in Petition No. 838 of 2019 and directions of the related technical/expert committee. CG-DL-E-26112025-267974 EXTRAORDINARY PART II—Section 3—Sub-section (ii) 7907 GI/2025 (1) MINISTRY OF POWER ORDER New Delhi, the 25th November, 2025 S.O. 5405(E).— Whereas M/s Juniper Green Energy Limited (Formerly known as Juniper Green Energy Private Limited) having its registered address at 1103A & 1103B, 11th Floor, Hemkunt Chamber, 89, Nehru Place, New Delhi- 110019, India, has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line under the transmission scheme “Transmission system for providing connectivity to M/s Juniper Green Energy Limited for its 300 MW Wind Power Plant in Devbhumi Dwarka, Gujarat”. And whereas, Ministry of Power, Government of India vide its letter No. 25-17/23/2025-PG dated 14.02.2025 had granted prior approval under section 68(1) of the Electricity Act, 2003 for the overhead line covered under the transmission scheme “Transmission system for providing connectivity to M/s Juniper Green Energy Limited for its 300 MW Wind Power Plant in Devbhumi Dwarka, Gujarat”. M/s Juniper Green Energy Limited (Formerly known as Juniper Green Energy Private Limited) had published notice for transmission scheme in local newspapers Indian Express (in English) dated 30.03.2025, Rajasthan Patrika (in Hindi) dated 30.03.2025, Nobat (in Gujarati) dated 31.03.2025, Divya Bhaskar (in Gujarati) dated 30.03.2025, and in Weekly Gazette of India dated 03.05.2025 for the general public to make observations/representations on the proposed transmission route within 2 Months from the date of publication. Subsequently, M/s Juniper Green Energy Limited (Formerly known as Juniper Green Energy Private Limited) has submitted an affidavit dated 13.10.2025 declaring that 1 (one) observation /representation from public on the proposed route alignment was received and the clarification/reply has been given by M/s Juniper Green Energy Limited (Formerly known as Juniper Green Energy Private Limited) and NOC have been received from the complainant, except this no further observation/representation was received within 2 Months from the date of Publication in the official Gazette of Government of India and Newspapers. And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained for laying of electric lines under the transmission scheme “Transmission system for providing connectivity to M/s Juniper Green Energy Limited for its 300 MW Wind Power Plant in Devbhumi Dwarka, Gujarat”. The following overhead line is covered under this scheme: 1. The approval is granted for 25 years. ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National Highways, State Highways etc. before erection of proposed line. iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government. v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant. vi. M/s Juniper Green Energy Limited (Formerly known as Juniper Green Energy Private Limited) shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical Inspection. vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the Great Indian Bustard (GIB) area, the applicant has to comply with the orders of the Hon’ble Supreme Court in the petition No.838 of 2019 regarding Great Indian Bustard (GIB) case, and the directions of the technical/expert committee constituted by the Hon’ble Supreme Court in this regard.
