By order S.O. 3183(E) dated 16 June 2026, the Ministry of Power, Government of India, confers on NTPC Limited, registered at NTPC Bhawan, Scope Complex, 7 Institutional Area, Lodhi Road, Delhi-110003, all the powers under Section 164 of the Electricity Act, 2003 that a telegraph authority possesses under the Indian Telegraph Act, 1885, for laying an overhead transmission line under the scheme 'Transmission system for providing connectivity to NTPC Limited for its 1600 MW Thermal Project in Lara, Raigarh, Chhattisgarh'. Prior approval under Section 68(1) of the Electricity Act, 2003 had been granted by the Ministry's letter No. 25-17/58/2025-PG (MoP) dated 09.06.2025, later revised by letter No. 25-17/58/2025-POWER GRID (MoP) dated 24.03.2026 to change the Lara-II point of connectivity from Champa Bus Section A to Champa Bus Section B, per the final connectivity granted by CTUIL. The applicant published notice in Dainik Bhaskar (Hindi) dated 12.11.2025, Jankarm (Hindi) dated 04.11.2025 and Times of India (English) dated 05.11.2025, and in the Weekly Gazette of India dated 06.12.2025; by affidavit dated 19.05.2026 it declared no observations or representations were received. The line covered runs from the Lara-II Generation Switchyard at Chhapora village, Raigarh district, to Champa (Bus Section B, with the KSK 3x600 MW unit), a 400 kV D/c line, passing through named villages in Pussore tehsil (Raigarh district), Chandrapur, Dabhara, Malkharoda and Jaijaipur tehsils (Sakti district), and Bamhnidih, Nawagarh, Janjgir and Akaltara tehsils (Janjgir-Champa district), Chhattisgarh. Authorization is granted for 25 years subject to standard conditions: consent of local bodies, Railways and highway authorities before erection; compliance with the Appropriate Commission's regulations on transmission, operation and maintenance and open access; operation only after Electrical Inspector approval; and submission of clearances from Civil Aviation, Defence and other authorities to the Central Electricity Authority. CG-DL-E-19062026-273634 EXTRAORDINARY PART II—Section 3—Sub-section (ii) 4425 GI/2026 (1) MINISTRY OF POWER ORDER New Delhi, the 16th June, 2026 S.O. 3183(E).—Whereas NTPC Limited having its Registered Office at NTPC Bhawan, Scope Complex, 7 Institutional Area, Lodhi Road, Delhi-110003, India, has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line under the transmission scheme “Transmission system for providing connectivity to NTPC Limited for its 1600 MW Thermal Project in Lara, Raigarh, Chhattisgarh”. And whereas, Ministry of Power, Government of India vide its letter No. 25-17/58/2025-PG (MoP) dated 09.06.2025 had granted prior approval under section 68(1) of the Electricity Act, 2003 for the overhead line covered under the transmission scheme “Transmission system for providing connectivity to NTPC Limited for its 1600 MW Thermal Project in Lara, Raigarh, Chhattisgarh”. Further, the approval was revised vide its letter No. 25-17/58/2025- POWER GRID (MoP) dated 24.03.2026 due to change in point of connectivity for Lara II from Champa Bus Section A to Champa Bus Section B in the final connectivity granted by CTUIL. NTPC Limited had published notice for transmission scheme in local newspapers Dainik Bhaskar (in Hindi) dated 12.11.2025, Jankarm (in Hindi) dated 04.11.2025, Times of India (in English) dated 05.11.2025 and in Weekly Gazette of India dated 06.12.2025 for the general public to make observations/representations on the proposed transmission route within 2 Months from the date of publication. Subsequently, NTPC Limited has submitted an affidavit dated 19.05.2026 declaring that no observation/representation was received within 2 Months from the date of Publication in the official gazette of Government of India and newspaper publications. And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained for laying of electric lines under the transmission scheme “Transmission system for providing connectivity to NTPC Limited for its 1600 MW Thermal Project in Lara, Raigarh, Chhattisgarh”. The approval is granted for 25 years. ii. The Applicant shall have to seek the consent of the concerned authorities, i.e. local bodies, Railways, National Highways, State Highways etc. before erection of proposed line. iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government. v. The approval is subject to compliance with the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant. vi. NTPC Limited shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical Inspection.
