New Delhi, the 16th June, 2026
S.O. 3181(E).—Whereas M/s. Hindustan Zinc Limited (HZL), the applicant with its corporate office at Yashad
Bhawan, Udaipur, Rajasthan- 313004, has applied for authorization under Section 164 of the Electricity Act, 2003 for
laying of overhead transmission line included in the transmission scheme, “Transmission system for providing
connectivity to M/s Hindustan Zinc Limited for 250 MW as Bulk Consumer for Chanderiya Lead Zinc Smelter Plant at
Chittorgarh, Rajasthan”
And whereas, Ministry of Power, Government of India vide its Letter No. 25-17/56/2024-PG dated 24th March,
2025 had granted prior approval under section 68(1) of the Electricity Act, 2003 for laying of overhead transmission
line included in the transmission scheme, “Transmission system for providing connectivity to M/s Hindustan Zinc
Limited for 250 MW as Bulk Consumer for Chanderiya Lead Zinc Smelter Plant at Chittorgarh, Rajasthan”
M/s Hindustan Zinc Limited had published notice for transmission scheme in local newspapers Times of India
and Indian Express (in English) dated 07.08.2025, Nai Vidha, Malav Darshan, Jannayak and Seedha Sawal (in Hindi)
dated 07.08.2025, and in Weekly Gazette of India dated 25.10.2025 for the general public to make observations/
representations on the proposed transmission route within two months from the date of publication. Subsequently, M/s
Hindustan Zinc Limited has submitted an affidavit dated 12.03.2026 declaring that no observation/ representation was
received within two months from the date of Publication in the Newspaper/official Gazette of Government of India.
M/s. Hindustan Zinc Limited had submitted an Undertaking dated 10.03.2026 stating that the route of the
proposed overhead transmission line(s) is located outside the Revised Great Indian Bustard (GIB) Priority Area of
Rajasthan and Gujarat, as referred to in the judgment of the Hon’ble Supreme Court of India dated 19.12.2025 in Writ
Petition (Civil) No. 838 of 2019; the applicant has further undertaken to comply with all directions of the Hon’ble
Supreme Court as contained in the said judgment as well as with any subsequent directions issued by the competent
authorities in pursuance of the above order by the Hon’ble Supreme Court, and has also stated that the transmission line
alignment has been optimized, in such a way that they share maximum common stretch to the extent possible.
And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity
Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of
telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established
or maintained for laying of overhead transmission line for M/s Hindustan Zinc Limited. The following overhead
transmission line is covered under this scheme:
I.
220/132 kV HZL S/s (located at village Aawanlheda, Post Office Bassi, District Chittorgarh, Rajasthan) –
Neemuch PS 220 kV D/c line (on D/c towers).
II.
220/132 kV HZL S/s – HZL (Chittorgarh) (Chanderiya Lead Zinc Smelter located at village Putholi, District
Chittorgarh, Rajasthan) 132 kV D/c line.
The overhead transmission line covered under the above scheme will pass through, over, around and between the
following villages, towns and cities of Rajasthan and Madhya Pradesh state:
I.
220/132 kV HZL S/s (located at village Aawanlheda, Post Office Bassi, District Chittorgarh, Rajasthan) –
Neemuch PS 220 kV D/c line (on D/c towers).

Now, after careful consideration, Ministry of Power, Government of India, under section 164 of the Electricity
Act, 2003, confers all the powers to M/s Hindustan Zinc Limited for laying above overhead transmission line, which
telegraph authority possesses under the Indian Telegraph Act, 1885 with respect to placing of telegraph lines and posts
for the purposes of a telegraph established or maintained, by Government or to be established or maintained subject to
following terms and conditions for installing the above mentioned line, namely:
i.
The approval is granted for 25 years.
ii.
The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National
Highways, State Highways etc. before erection of proposed line.
iii.
The Applicant shall have to follow regulations/ codes of the Appropriate Commission regarding transmission,
O&M, open access, etc., framed under the Electricity Act, 2003.
iv.
The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central
Government.
v.
The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the
rules made there under by the applicant.
vi.
M/s Hindustan Zinc Limited shall have to submit the requisite clearances to Central Electricity Authority after
obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical
Inspection.
vii.
In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the
Revised Great Indian Bustard (GIB) area, the applicant has to comply with the directions of Hon'ble Supreme
Court of India in its order dated 19.12.2025 in Writ Petition (Civil) No. 838 of 2019 and any other directions
given by competent authorities in pursuance of the above order by Hon’ble Supreme Court.
