The Central Electricity Authority had granted prior approval under Section 68(1) of the Act vide File No. 25-17/59/2024-PG dated 18 June 2024. The applicant had published notice of the scheme in The Indian Express, Rajasthan Patrika and Kutch Mitra on 17 October 2024 and in the Weekly Gazette of India on 9 November 2024, and filed an affidavit dated 16 January 2025 stating that no objections were received within the two-month period. The line will pass through numerous villages of Nakhtarana, Bhuj, Mandvi and Mundra tehsils in Kachchh district, Gujarat. The authorization confers on the company powers equivalent to those of a telegraph authority under the Indian Telegraph Act, 1885, subject to conditions including a 25-year approval period, obtaining consent of local bodies, Railways and Highway authorities before erection, compliance with Appropriate Commission regulations under the Electricity Act, 2003, operation only after approval of the Electrical/Chief Electrical Inspector, submission of clearances (Civil Aviation, Defence) to the Central Electricity Authority, and, where the route falls within Great Indian Bustard habitat, compliance with Supreme Court directions in Petition No. 838 of 2019. CG-DL-E-19012026-269429 EXTRAORDINARY PART II—Section 3—Sub-section (ii) 367 GI/2026 (1) MINISTRY OF POWER ORDER New Delhi, the 19th January, 2026 S.O. 259(E).—Whereas M/s Navinal Transmission Limited, the applicant with its registered office at C-105, Anand Niketan, New Delhi-110 021, has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line under the transmission scheme for “Network Expansion Scheme in Navinal (Mundra) area of Gujarat for drawal of power in the area” And whereas, Central Electricity Authority (CEA), Ministry of Power, Government of India vide its File No. 25-17/59/2024-PG dated 18-June-2024 had granted prior approval under section 68(1) of the Electricity Act, 2003 for laying of overhead transmission line included in the transmission scheme for “Network Expansion Scheme in Navinal (Mundra) area of Gujarat for drawal of power in the area”. M/s Navinal Transmission Limited had published notice for transmission scheme in local newspapers The Indian Express (in English) dated 17-Oct-2024, Rajasthan Patrika (in Hindi) dated 17-Oct-2024 & Kutch Mitra (in Gujrati) dated 17-Oct-2024 and in Weekly Gazette of India dated 09-Nov-2024 for the general public to make observations/ representations on the proposed transmission route within two months from the date of publication. Subsequently, M/s Navinal Transmission Limited has submitted an affidavit dated 16-Jan-25 declaring that no observation/representation was received within two months from the date of Publication in the official Gazette of Government of India. The approval is granted for 25 years. ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National Highways, State Highways etc. before erection of proposed line. iii. The Applicant shall have to follow regulations/ codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under the Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government. v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant. vi. M/s Navinal Transmission Limited shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical Inspection. vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the Great Indian Bustard (GIB) area, the applicant has to comply with the orders of the Hon’ble Supreme Court in the petition No.838 of 2019 regarding Great Indian Bustard (GIB) case, and the directions of the technical/expert committee constituted by the Hon’ble Supreme Court in this regard.
