Prior approval under Section 68(1) of the Electricity Act, 2003 had been granted by the Ministry's letter No. 25-17/18/2025-PG dated 28.01.2025. The applicant published notice in Indian Express (English) and Gujarat Vaibhav (Hindi), both dated 20.10.2025, and Janadesh (Gujarati) dated 20.10.2025, and in the Weekly Gazette of India dated 08.11.2025; by affidavit dated 05.02.2026 it declared no observations or representations were received. The applicant also submitted an undertaking dated 07.01.2026 that the line's route lies outside the Revised Great Indian Bustard (GIB) Priority Area of Gujarat as defined by the Supreme Court's judgment dated 19.12.2025 in Writ Petition (Civil) No. 838 of 2019, and undertook to comply with that judgment. The line covered is the Raghanesda (GIS) - Banaskantha (PG) 765 kV D/C line, passing through named villages in Vav, Tharad, Dharanidhar, Deodar, Deesa, Lakhni and Kankrej talukas of Banaskantha district, Gujarat. Authorization is granted for 25 years subject to standard conditions (consent of local bodies/Railways/highway authorities, Appropriate Commission regulations, Electrical Inspector approval, clearances to the Central Electricity Authority) and, for any GIB-area route segment, compliance with the Supreme Court's 19.12.2025 order. CG-DL-E-16042026-271861 EXTRAORDINARY PART II—Section 3—Sub-section (ii) 2703 GI/2026 (1) MINISTRY OF POWER NOTIFICATION New Delhi, the 13th April, 2026 S.O. 1912(E).— Whereas M/s Raghanesda RE Transmission Limited, the applicant with its registered office at 161, 1st Floor, Vardhman Crown Mall, Sector 19, Dwarka, Amberhai, South West Delhi, New Delhi- 110075, has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line included in the transmission scheme, “Transmission system for evacuation of RE power from Raghanesda Area of Gujarat - 3GW under Phase-I”. And whereas, Ministry of Power, Government of India vide its Letter No. 25-17/18/2025-PG dated 28.01.2025 had granted prior approval under section 68(1) of the Electricity Act, 2003 for laying of overhead transmission line included in the transmission scheme, “Transmission system for evacuation of RE power from Raghanesda Area of Gujarat - 3GW under Phase-I”. M/s Raghanesda RE Transmission Limited had published notice for transmission scheme in local newspapers Indian Express (in English) dated 20.10.2025 & Gujarat Vaibhav (in Hindi) dated 20.10.2025, Janadesh (in Gujarati) dated 20.10.2025 and in Weekly Gazette of India dated 08.11.2025 for the general public to make observations/ representations on the proposed transmission route within two months from the date of publication. Subsequently, M/s Raghanesda RE Transmission Limited has submitted an affidavit dated 05.02.2026 declaring that no observation/ representation was received within two months from the date of Publication in the official Gazette of Government of India or that no observation/ representation was received within two months from the date of Publication in the official Gazette of Government of India. M/s Raghanesda RE Transmission Limited has submitted an Undertaking dated 7.1.2026 stating that the route of the proposed overhead transmission line(s) is located outside the Revised Great Indian Bustard (GIB) Priority Area of Gujarat, as referred to in the judgment of the Hon’ble Supreme Court of India dated 19.12.2025 in Writ Petition (Civil) No. 838 of 2019; the applicant has further undertaken to comply with all directions of the Hon’ble Supreme Court as contained in the said judgment as well as with any subsequent directions issued by the competent authorities in pursuance of the above order by the Hon’ble Supreme Court, and has also stated that the transmission line alignment has been optimized, in such a way that they share maximum common stretch to the extent possible And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained for laying of overhead transmission line for M/s Raghanesda RE Transmission Limited. The approval is granted for 25 years. ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National Highways, State Highways etc. before erection of proposed line. iii. The Applicant shall have to follow regulations/ codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under the Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government. v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant. vi. M/s Raghanesda RE Transmission Limited shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical Inspection. vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the Revised Great Indian Bustard (GIB) area, the applicant has to comply with the directions of Hon'ble Supreme Court of India in its order dated 19.12.2025 in Writ Petition (Civil) No. 838 of 2019 and any other directions given by competent authorities in pursuance of the above order by Hon’ble Supreme Court.
