Issued as S.O. 4964(E) dated 17 October 2025, this Ministry of Power order grants M/s Jamnagar Transmission Limited (registered office C-105, Anand Niketan, New Delhi-110021) authorization under Section 164 of the Electricity Act, 2003 to exercise the powers of a telegraph authority under the Indian Telegraph Act, 1885, for laying an overhead transmission line under the transmission scheme 'Network Expansion scheme in Gujarat for drawl of about 3.6 GW load under Phase-I in Jamnagar area'. The Ministry had earlier granted prior approval under Section 68(1) of the Electricity Act vide letter No. 25-17/20/2024-PG dated 4 March 2024. The applicant published notice of the scheme in The Times of India, Rajasthan Patrika and Phulchhab on 9 December 2024 and in the Weekly Gazette of India on 15 February 2025, and filed an affidavit dated 16 July 2025 stating that no observations or representations were received within the two-month period. The lines covered are the Halvad-Jamnagar 765 kV D/c line, the LILO of Jam Khambhaliya PS-Lakadia 400 kV D/c line at Jamnagar, the Jamnagar-Jam Khambhaliya 400 kV D/c line, the LILO of CGPL-Jetpur 400 kV D/c line at Jamnagar, and the LILO of Kalavad-Bhogat 400 kV D/c line at Jam Khambhaliya PS, passing through villages in Jamnagar, Rajkot, Morbi, Devbhoomi Dwarka and Surendranagar districts of Gujarat. The authorization is granted for 25 years, subject to conditions including consent of local bodies, Railways and Highways authorities before erection, compliance with Appropriate Commission regulations and Electricity Act provisions, operation only after approval of the Electrical Inspector/Chief Electrical Inspector, submission of clearances from Civil Aviation, Defence and other authorities to the Central Electricity Authority, and compliance with Supreme Court orders in Petition No. 838 of 2019 on the Great Indian Bustard case where the route falls within GIB habitat. CG-DL-E-07112025-267438 EXTRAORDINARY PART II—Section 3—Sub-section (ii) 7280 GI/2025 (1) MINISTRY OF POWER ORDER New Delhi, the 17th October, 2025 S.O. 4964(E).— Whereas M/s Jamnagar Transmission Limited having its registered office at C-105, Anand Niketan, New Delhi - 110021, India, has applied for authorization under Section 164 of the Electricity Act, 2003 for laying of overhead transmission line under the transmission scheme “Network Expansion scheme in Gujarat for drawl of about 3.6 GW load under Phase-I in Jamnagar area”. And whereas, Ministry of Power, Government of India vide its letter No. letter No. 25-17/20/2024- PG dated 04.03.2024 had granted prior approval under section 68(1) of the Electricity Act, 2003 for the overhead lines covered under the transmission scheme “Network Expansion scheme in Gujarat for drawl of about 3.6 GW load under Phase-I in Jamnagar area”. M/s Jamnagar Transmission Limited had published notice for transmission scheme in local newspapers The Times of India (in English) dated 09.12.2024, Rajasthan Patrika (in Hindi) dated 09.12.2024, Phulchhab (in Gujarati) dated 09.12.2024 and in Weekly Gazette of India dated 15.02.2025 for the general public to make observations/representations on the proposed transmission route within 2 Months from the date of publication. Subsequently, M/s Jamnagar Transmission Limited has submitted an affidavit dated 16.07.2025 declaring that no observation/representation was received within 2 Months from the date of Publication in the official gazette of Government of India and newspaper publications. And now the applicant has requested to confer upon him, all the powers under section 164 of the Electricity Act, 2003, which the telegraph authority possess under the Indian Telegraph Act, 1885 with respect to the placing of telegraph lines and posts for the purpose of a telegraph established or maintained by Government or to be so established or maintained for laying of electric lines under the transmission scheme “Network Expansion scheme in Gujarat for drawl of about 3.6 GW load under Phase-I in Jamnagar area”. The following overhead lines are covered under this scheme: 1. Halvad - Jamnagar 765 kV D/c line. 2. LILO of Jam Khambhaliya PS - Lakadia 400 kV D/c line at Jamnagar. 3. Jamnagar - Jam Khambhaliya 400 kV D/c line. 4. LILO of CGPL - Jetpur 400 kV D/c line at Jamnagar. 5. LILO of Kalavad - Bhogat 400 kV D/c line at Jam Khambhaliya PS. The approval is granted for 25 years. ii. The Applicant shall have to seek the consent of the concerned authorities i.e., local bodies, Railways, National Highways, State Highways etc. before erection of proposed line. iii. The Applicant shall have to follow regulations/codes of the Appropriate Commission regarding transmission, O&M, open access, etc., framed under Electricity Act, 2003. iv. The Applicant shall operate the line after approval of Electrical Inspector / Chief Electrical Inspector of Central Government. v. The approval is subject to compliance of the requirement of the provisions of the Electricity Act, 2003 and the rules made there under by the applicant. vi. M/s Jamnagar Transmission Limited shall have to submit the requisite clearances to Central Electricity Authority after obtaining the same from concerned authorities like Civil Aviation, Defense etc., at the time of Electrical Inspection. vii. In case, the route of above overhead lines (or some portion of the route of above overhead line) falls in the Great Indian Bustard (GIB) area, the applicant has to comply with the orders of the Hon’ble Supreme Court in the petition No.838 of 2019 regarding Great Indian Bustard (GIB) case, and the directions of the technical/expert committee constituted by the Hon’ble Supreme Court in this regard.
