In exercise of the powers conferred by the proviso to the article 309 of the Constitution and in supersession of the Office of the Principal Scientific Adviser to the Government of India, Scientists, Group 'A' Posts Recruitment Rules, 2018, except as respects things done or omitted to be done before such supersession, the President hereby makes the following rules regulating the method of recruitment to the posts of Scientists in the Office of the Principal Scientific Adviser to the Government of India, namely:- 1. Short title and commencement.- (1) These rules shall be called the Office of the Principal Scientific Adviser to the Government of India, Scientists, Group ‘A' Posts Recruitment Rules, 2026. (2) They shall come into force on the date of their publication in the Official Gazette. 2. Definitions - In these rules, unless the context otherwise requires, (a) "Controlling Authority" means the Scientific Secretary, in the Office of the Principal Scientific Adviser to the Government of India; (b) "Post" means a post of Scientist as specified in rule 3; (c) "Schedule" means Schedule appended to these rules; (d) "Scheme" means the Revised Flexible Complementing Scheme for Scientist as issued by the Department of Personnel and Training vide O.M. No. AB-14017/41/2013-PP(RR), dated the 13th March, 2024; (e) "Scientific Post" means a post as provided in the Scheme. 3. If the number of Scientists recommended for consideration of promotion to the next grade under the Scheme are more than the number of vacancies available in the promotion grade, then to that extent the number of posts be automatically upgraded to the promotion grade subject to the condition that the combined sanctioned strength of all the grades shall remain the same. Note (2): Vacancies arising due to attrition shall normally revert to the entry level grade of the respective Scientific or Technical category. Based on functional needs and with the approval of competent authority, some of these vacancies may be filled by the method of recruitment prescribed in the Recruitment Rules, for the posts above entry level, based on the level of the vacancy and commensurate with the higher qualifications and skills of individual candidates within the overall sanctioned strength. 4. Method of recruitment. - (1) The recruitment for posts of Scientists 'D' shall be made either by direct recruitment or deputation (including short-term contract) as specified in Schedule-I. (2) The recruitment for posts of Scientists 'E' upto Scientists 'G' shall be made either by promotion or upgradation under the Scheme or direct recruitment or deputation (including short-term contract) as specified in Schedule-I. (3) The posts shall be exempted from the purview of the Union Public Service Commission. (4) The method of recruitment for each post or in each case shall be decided by the Central Government from time-to-time. (5) Particular discipline or field of essential educational qualification and experience for each post or in each case shall be decided by the Central Government, keeping in view the availability of Scientists in different fields and the further requirement of Scientists in a particular field. 5. Promotion or upgradation. - (1) Promotion or upgradation of Scientist to the grade of Scientist 'E' upto Scientist 'G' shall be as specified under the Scheme. (2) The composition of the Internal Screening Committee and the Assessment Board or the Departmental Peer Review Committee, as the case may be, for Level-1 and Level-2 Screening under the Scheme shall be as prescribed in Schedule – II. 6. Annual Performance Appraisal Reports and Annual Work Reports. The Scientists shall fill up the Annual Work Report and Annual Performance Appraisal Report, in the format provided for in the Scheme, mandatorily on an annual basis. 7. Probation. - (1) Every Scientist appointed on direct recruitment basis shall be on probation for a period of one year: Provided that the Cadre Controlling Authority may extend the period of probation in accordance with the instructions or orders issued by the Central Government from time to time in this regard. (2) The confirmation of the Scientist appointed on probation shall be considered by the Departmental Confirmation Committee, specified in rule 8. 8. Disqualification. - No person, - (a) who has entered into or contracted a marriage with a person having a spouse living; or (b) who, having a spouse living, has entered into or contracted a marriage with any person, shall be eligible for appointment to the said post: Provided that the Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and that there are other grounds for so doing, exempt any person from the operation of this rule. 10. Power to relax. - Where the Central Government is of the opinion that it is necessary or expedient so to do, it may, by order and for reasons to be recorded in writing and in consultation with the Department of Personnel and Training, relax any of the provision of these rules with respect to any class or category of persons. 11. Saving. - Nothing in these rules shall affect reservations, relaxation of age-limit and other concessions required to be provided for the Scheduled Castes, the Scheduled Tribes, Other Backward Classes, ex- Servicemen and other special categories of persons in accordance with the orders issued by the Central Government, from time-to-time, in this regard. SCHEDULE – I [See rule 4] Recruitment to the posts of Scientist 'D' to Scientist 'G' 1. (A) Recruitment for the post of Scientist 'D' on direct recruitment basis.- (a) Essential Qualifications: (i) Master's Degree in Physical or Chemical or Biological or Earth-atmospheric or Environmental or Mathematical or Computational and Information or Agricultural Sciences from a recognised University or Institute; Or Bachelor's Degree in Engineering or Technology or Biotechnology or Medicine or Veterinary Sciences or Pharmaceutical Sciences (minimum four year degree course) from a recognised University or Institute; (ii) Experience of eight years in scientific and technological organisations or research and development in industrial and academic institutions or both. (b) Desirable Qualifications: Doctorate Degree in Physical or Chemical or Biological or Earth-atmospheric or Environmental or Mathematical or Computational and Information or Agricultural Sciences or Master's Degree in Engineering or Technology or Biotechnology or Medicine or Veterinary Sciences or Pharmaceutical Sciences Medicine from a recognised University or Institute. Note 1: Specific subject shall be indicated in the advertisement at the time of invitation for applications. Note 2: The period spent on obtaining minimum essential educational qualification shall not count towards experience. Note 3: Period spent on obtaining Doctorate Degree (in the field of essential qualification) from a recognised University or Institute, as evidenced by certification by such University or Institute, subject to completion of the Doctorate Degree and subject to a maximum of two years shall count towards experience. Note 4: The period spent on pursuing Doctorate Degree shall not count towards experience for any purpose, if the Doctorate Degree has been awarded. Note 5: In cases of full-time employment (regular or contractual) of more than two years during the same period as the period spent on obtaining Doctorate Degree, experience shall be counted only for the employment period and not for the Doctorate Degree. (B) Recruitment for the post of Scientist 'D' by deputation (including short-term contract). - Scientists or Technologists of the Central Government or State Governments or Union territories or Central Government or State Government Undertakings or University or Recognised Research Institution or statutory or autonomous organisation,- (a) (i) holding analogous posts on regular basis; or (ii) with four years' service in the grade rendered after appointment to the post on a regular basis in level-11 in the pay matrix (Rs.67700-208700/-) or equivalent; and (b) possessing the essential and desirable qualifications prescribed for direct recruits prescribed under sub-paragraph (A). Note 1: The period of deputation (including short-term contract), including the period of deputation (including short- term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or Department of the Central Government, shall ordinarily not exceed four years. Note 2: Deputationists shall not be eligible for consideration for promotion. Note 3: The maximum age-limit for appointment by deputation (including short-term contract) shall be not exceeding fifty-six years as on the closing date of receipt of applications. 2. (A) Recruitment for the post of Scientist 'E' on direct recruitment basis. - (a) Essential Qualifications: (i) Master's Degree in Physical or Chemical or Biological or Earth-atmospheric or Environmental or Mathematical or Computational and Information or Agricultural Sciences from a recognised University or Institute; Or Bachelor's Degree in Engineering or Technology or Biotechnology or Medicine or Veterinary Sciences or Pharmaceutical Sciences (minimum 4 year degree course) from a recognised University or Institute; (ii) experience of eleven years in Science and Technology organisations or Research and Development in Industrial and Academic Institutions or both. (b) Desirable Qualifications: Doctorate research in Physical or Chemical or Biological or Earth-atmospheric or Environmental or Mathematical or Computational and Information or Agricultural Sciences or Doctorate Degree in Engineering or Technology or Biotechnology or Medicine or Veterinary Sciences or Pharmaceutical Sciences Medicine from a recognised University or Institute. (B) Recruitment for the post of Scientist 'E' by deputation (including short-term contract). - Scientists or Technologists working in the Central Government or State Governments or Union territories or Central Government or State Government Undertakings or University or Recognised Research Institution or statutory or autonomous organisations,- (a) (i) holding analogous posts on regular basis; or (ii) with four years' service in the grade rendered after appointment to the post on a regular basis in level-12 in the pay matrix (Rs.78800-209200/-) or equivalent; and (b) possessing the essential and desirable qualifications prescribed for direct recruits prescribed under sub-paragraph (A). Note 1: The period of deputation (including short-term contract), including the period of deputation (including short- term contract) in another ex-cadre post held immediately preceding this appointment in the same or some other organisation or Department of the Central Government, shall ordinarily not exceed five years. Note 2: The departmental candidates in the feeder category, who are in the direct line of promotion shall not be eligible for consideration for appointment on deputation. (A) Recruitment for the post of Scientist 'F' on direct recruitment basis. - (a) Essential Qualifications: (i) Master's Degree in Physical or Chemical or Biological or Earth-atmospheric or Environmental or Mathematical or Computational and Information or Agricultural Sciences from a recognised University or Institute; Or Bachelor's Degree in Engineering or Technology or Biotechnology or Medicine or Veterinary Sciences or Pharmaceutical Sciences (minimum 4 year degree course) from a recognised University or Institute; (ii) experience of sixteen years in science and technology organisations or research and development in industrial and academic institutions or both, out of which at least six years should be in a managerial capacity for science and technology programme planning, development and coordination, or policy initiatives or formulation or both. (b) Desirable Qualifications: Doctorate research in Physical or Chemical or Biological or Earth-atmospheric or Environmental or Mathematical or Computational and Information or Agricultural Sciences or Doctorate Degree in Engineering or Technology or Biotechnology or Medicine or Veterinary Sciences or Pharmaceutical Sciences Medicine from a recognised University or Institute. Note 1: Specific subject shall be indicated in the advertisement at the time of invitation for applications. (A) Recruitment for the post of Scientist 'G' on direct recruitment basis. - (a) Essential Qualifications: (i) Master's Degree in Physical or Chemical or Biological or Earth-atmospheric or Environmental or Mathematical or Computational and Information or Agricultural Sciences from a recognised University or Institute; Or (ii) Bachelor's Degree in Engineering or Technology or Biotechnology or Medicine or Veterinary Sciences or Pharmaceutical Sciences (minimum 4 year degree course) from a recognised University or Institute; experience of twenty one years in science and technology organisations or research and development in industrial and academic institutions or both, out of which at least seven years should be in, (I) administering, planning, development or coordination of Science and Technology programmes; (II) experience of evolving, managing and directing major programmes under any branch of Science and Technology; (III) proven record of policy initiatives for the Science and Technology Sector; (IV) proven record of leading a team. (b) Desirable Qualifications: Post Doctorate research in Physical or Chemical or Biological or Earth-atmospheric or Environmental or Mathematical or Computational and Information or Agricultural Sciences or Doctorate Degree in Engineering or Technology or Biotechnology or Medicine or Veterinary Sciences or Pharmaceutical Sciences Medicine from a recognised University or Institute. Note 1: Specific subject shall be indicated in the advertisement at the time of invitation for applications.
